21st Century Employment Center was located in the Student Soviet Office on the 10th floor of the main building (the big high Stalin skyscraper of the university). The setting historically when I began this organization was just after the official dissolving of the Soviet Union. Jobs that had been guaranteed for decades suddenly disappeared... graduating students had no where to go... professors, scientists were reduced to driving their cars as taxi cabs. At the same time new international corporations were beginning to set up their offices in Moscow. Our Employment Center... first of it's kind, acted like a bridge to assist in finding the new jobs and training individuals to be qualified for them. Especially beneficial was our International Interpreter's Club (IIC) which prepared Moscow State University students for jobs using 'international' English. Later, our services included not only employment but training in such things as Logistics, Customs Clearance, Intl Accounting, as well as many other types of training. Our clients were companies like Proctor and Gamble, Pepsi-Cola, Hewlett Packard, all the big accounting firms, etc.

The Job Corps was originally designed by a task force established by Labor Secretary Willard Wirtz reporting to his Manpower Administrator Sam Merrick.[4] In 1962, the youth unemployment rate was twice the non-youth unemployment rate and the purpose of the initiative was to create a program whereby Youth members of the program could spend 1/2 of their time improving national parks and forests and the other 1/2 of their time improving their basic education skills which were severely limiting their occupational accomplishments. The Job Corps Task Force initially recommended that Job Corps programs be limited to Federal National Parks, National Forests, and other Federal Lands.By the Kennedy assassination in 1963, the Job Corps' operational plans, costs, and budgets had been well developed, including coordination with the U. S. Forest Service and the U. S. Park Service, and Memoranda of Understanding (MOUs) executed among the agencies. Initiating legislation and budgetary authorizations were drafted by the Kennedy Administration and introduced in both houses of Congress.[5]When President Johnson and his planning staff decided on the War on Poverty, most of the proposed programs would take more than a year to even start. However the Job Corps idea was well along in the planning stage and could be deployed rapidly, so the Labor Department Job Corps Task Force was appointed to the Task force for the War on Poverty.Job Corps was therefore initiated as the central program of the Johnson Administration's War on Poverty, part of his domestic agenda known as the Great Society. Sargent Shriver, the first Director of the Office of Economic Opportunity, modeled the program on the Depression-era Civilian Conservation Corps (CCC). Established in the 1930s as an emergency relief program, the CCC provided room, board, and employment to thousands of unemployed young people. Though the CCC was discontinued after World War II, Job Corps built on many of its methods and strategies.

Field worker doing assessment compilation in poor or disadvantaged homes. The war on poverty is the unofficial name for legislation first introduced by United States President Lyndon B. Johnson during his State of the Union address on January 8, 1964. This legislation was proposed by Johnson in response to a national poverty rate of around nineteen percent. The speech led the United States Congress to pass the Economic Opportunity Act, which established the Office of Economic Opportunity (OEO) to administer the local application of federal funds targeted against poverty. The forty programs established by the Act were collectively aimed at eliminating poverty by improving living conditions for residents of low-income neighborhoods and by helping the poor access economic opportunities long denied them.
