      As a result of the November 16, 1990 storm water rules, David received a merit certificate for "Most Billable Hours" in the company in 1992. David has been playing in storm water since he was 5 years old living in Moore, OK. He was introduced to drainage area/watershed determinations with the Environmental Science Merit Badge in progressing to the Eagle Rank in Boy Scouts. That experience was useful in his first cooperative engineering assignment in 1982-1983 where he delineated watersheds and land use areas for hydrologic sampling and water quality modeling. In 1999, he invented a passive sampler with water quality and safety in mind. The invention has evolved into several specialized products that cooperate with a variety of installation locations.
