As the lead engineer of the GDIT Business Solutions team, Dave has lead more than 50 STARSSolutions implementations and has maintained an extremely high quality record.Using his extensive knowledge of the products, Dave has designed and developed many custom processes for the mid-tier, back-end Data Integration system. These processes include custom claim adjustment processes, STARSCommander legacy case migrations, migrations of our older legacy systems to the newer product platforms, and Quality Assurance data validation processes.As the resident technical expert for the STARSSolutions Core products, Dave has been involved in many special projects including the ICD-10 integration into the STARSSolutions Suite and special data mining projects for the FBI and DOJ.Dave has implemented several Agile based methodologies into STARSSolutions implementation process including SCRUM and Kanban. These methodologies have helped streamline the implementation process and create more timely implementations.Dave has also acted in the project management role of many CMS Medicare STARSSolutions implementations (including the NDB). These implementations included adhering to the strict CMS IT Lifecycle methodologies.

Functioning as a high-level senior technical member of the GDIT PSC and NDB Teams, Mr. Crum was involved in the day-to-day support and maintenance of the National Database (NDB) and WIC 15-State databases running at the CMS Data Center. Acting in a database administrator (DBA) capacity, Mr. Crum has been involved in data conversion, data modeling and design, and database migration projects (including STARS software upgrades). Mr. Crum has also acted as the technical project manager for the NDB NPI project. This project included the incorporation of NPI data into the NDB data model and ETL processes, creating custom NPI data marts, cross-walking historical claims data to populate the NPI, and redesigning the STARS provider tables to include the addition of new outside sources of provider data that include NPI values (i.e., SuperPES and NPPES).Mr. Crum also designed and filled requests for the retrieval of archived NDB claims data, which he restored from the tape silo’s at the CMS Data Center. In addition, Mr. Crum has experience with using both the DESY and DADSS systems to provide data to members of PSC projects and external law enforcement agencies. In the spirit of PSC cooperation, on a monthly basis, Mr. Crum provided extracts of the NCH TAP file data to the TrustSolutions PSC.This position involved reporting to CMS and the NDB Project team on a daily, weekly, and monthly basis.
