To assist in securing access for all children to high quality, inclusive learning opportunities and positive activities. 3. To ensure that the local authority undertakes its statutory special educational needs functions in relation to statutory assessment and review in an efficient, effective, timely and supportive way. Lead a team in providing information, advice and support to parents and schools in respect of the statutory assessment and review processes carried out under the Education Act 1996 (as amended by the Special Educational Needs and Disability Act 2001), the SEN Code of Practice 2001, the Equality Act 2010, the Code of Practice for Schools and any subsequent editions, and Local Authority policies.Act as a officer for the local authority and provide guidance to other officers to perform that role.Engage partners in schools and other agencies in coordinating arrangements for children with EHCP's.Ensure that the Council complies with the duty to obtain the views of children and young people in respect of SEN statutory duties.Provide training, advice, guidance and monitoring for headteachers,Governors, SEN Coordinators and other school leaders, teachers and teaching assistants in relation to their statutory SEN functions, as appropriate.Assist in making joint commissioning arrangements in respect of children with statements of SEN. Assist in the preparation for and attendance at the Children Causing Concern Group, SEN Panel and other such groups as appropriate.Work closely with parents, schools and in collaboration with other officers and agencies to secure effective conflict resolution arrangements and in providing support to parents.Assist in the overall effective and efficient management of the SEN budget.Attend case conferences and reviews when necessary to resolve difficulties in identifying and making provision.Undertake training and development activities and specific short-term projects. Maintain regular contact with a range of other local authority officers and professionals in other organisations.
