Initially this was a FIFO role to a green field construction site at the MMG Dugald River mine at Cloncurry in far north Queensland. The $30M package of civil works involved construction of large earth pads for PAF, NAF and ROM rock; a HDPE lined runoff containment dam and an 18km raw water pipeline. HSE responsibilities included preparation of environmental management plans, project risk assessments, JSEAs, HSE auditing, incident reporting and investigation, fitness for work surveillance and facilitating the daily pre start tool box meeting for 80 employee and contract workers.The FIFO position later transitioned to being permanently located in Launceston. Here I led the HSE Team in a broader role providing leadership in the continuous improvement and ongoing management of the company integrated safety, environmental & quality management system (IMS). This required an ability to consult and communicate effectively with client representatives, project managers, site supervisors and contractors to ensure HSE objectives and targets were achieved. Key accountabilities included: policy and procedure development, project hazard identification and risk assessment, Environmental Aspects and Impacts, HSE Objectives and Targets, incident reporting and investigation, HSE auditing and performance reporting. Projects included BHP TEMCO industrial services, MMG Rosebery tailings dam lifts, TasRail track safety improvements, TasWater pump station improvements and TasNetworks power line vegetation clearing. During my time with Gradco I led several internal and external stakeholder HSEQ audits including the Federal Safety Commissioner accreditation process.

Environment Manager

As Environmental Manager I was involved with the preparation, submission and review of environmental plans required under the State Pulp Mill Permit and the Commonwealth EPBC Act Approval. I prepared project JSEAs, coordinated environmental surveys, prepared and monitored project budgets and managed site HSE compliance, safety, security, vegetation clearing, road and bulk earthworks construction activities. I was actively involved with on ground environmental monitoring programs including groundwater, surface water, dust, noise and ground vibration.During design and construction phases of the project I worked with consultants and construction contractors, conducted CEMP compliance audits and provided feedback on HSE compliance to project management and other stakeholders. A major achievement was successfully overseeing the site HSE requirements during the $25M stage 1 bulk earthworks. The earthworks involved 80 individual items of plant and equipment including excavators, dozers, rollers, scrapers, graders, water carts, mobile and fixed crushers and excavator mounted rock breakers. There were no significant safety or environmental incidents reported during the works which were completed under intense regulatory and community scrutiny.

In my role as Resource Manager I was involved in a wide range of estate wide natural resource management and conservation activities, in particular, maintenance of resource data for the company Geographic Information System (GIS). This involved implementation of forest inventory programs, yield modelling, harvest scheduling, yield monitoring, private property timber acquisition and plantation land evaluation. I managed forest certification systems and coordinated external independent surveillance audits for ISO 14001 Environmental Management Systems, AS4708 Australian Forestry Standard and AS4707 Chain of Custody for Certified Wood and Forest Products. As leader of the Resource Management Team I managed a network of forest and grassland reserves to promote biological diversity and to protect habitats for the conservation of rare and endangered plant & animal species. In 2006, I received on behalf of the Resource Management Team a national award for Gunn’s native Poa grassland conservation management strategy.

As Operations Manager I was responsible for the Hampshire Mill and Burnie Port wood chip production and export facilities. This involved overseeing all production and maintenance activities, customer relations, site safety & environmental compliance and human resource matters for a team of 50 staff and contractors with an annual operating budget of $12M. At the Burnie port, community complaints and concerns centring on fugitive wood fibre emissions led to consultations and negotiation with the EPA culminating in the issuing of an Environmental Protection Notice. The EPN included innovative engineering and procedural controls that eliminated or significantly reduced the incidence of dust related complaints in the Burnie CBD.

Achievements including driving the wood quality improvement program that delivered record pulp yield shipments to customers and facilitating the transition from hazardous manual tree felling towards safer mechanised harvesting techniques.
