    A holder of a masteral degree in Forestry at the University of the Philippines in College, Laguna (UPLB). He has completed 30 units in masteral degree of public administration at the University of Baguio, Baguio City and Baguio Central University, Baguio City. He earned 12 units in Ph.D on rural development at the Benguet State University, La Trinidad, Benguet. An exchange researcher in the fields of agriculture and forestry, under the research theme “New Phases of Agricultural Production and Society” for three months of the Regional Research Institute of Agriculture in the Pacific Basin (RRIAP), Nihon University, Japan in 1992.Fresh from college, he was employed at the Los Banos Experiment Station and was later appointed as Field Supervisor at Hinobaan, Negros Occidental and Bobok Forest Research Sub-station, Bobok, Bokod, Benguet under the then Bureau of Forestry/ Forest Research Institute, College, Laguna.Orallo, is a graduate of Bachelor of Science in Forestry from the University of the Philippines, Laguna (UPLB). He has a diploma for “Successful Achievements”: Academy of Successful Achievements Columbia, South Carolina, U.S.A.
