Mission: to build essential infrastructure and capacity to create a robust foundation for implementing, managing and sustaining systemic change in the recruitment and selection of Correctional Officers.•Policy and operational accountability for recruitment and selection of Correctional Officers•Carried out Functional Job Analysis of the Correctional Officer position, and developed Performance Oriented Skills Model to provide the evidence-based foundation for strategic outreach and candidate assessment • Developed outreach recruitment strategies to target communities traditionally underrepresented in Corrections• Introduced and implemented enhanced security clearance screening for Correctional Officer applicants• Rolled out new occupational fitness test for Correctional Officers (FITCO), the only such assessment in Canada that meets the standards of the Meiorin decision of the Supreme Court of Canada• Brokered strategic alliance with community colleges to administer FITCO under licence• Initiated formal professional training for Recruiters• Led multi-disciplinary project teams and developed comprehensive Correctional Officer selection process (including medical and psychological assessments) meeting the requirements of culture fairness, predictive validity and legal defensibility

•Developed, implemented and managed Constable Selection Program, a leading-edge human resources change management initiative that has positioned Ontario at the leading edge of modern police hiring practices in Canada•Developed, promulgated and continuously improved policing standards and best practices in light of emerging issues, including case law and advances in technology•Spearheaded development of Special Constables: A Practitioner’s Handbook, a compendium of best practices for employers of special constables•Coordinated multi-disciplinary Core Working Group comprising psychologists, kinesiologists, equality rights experts, educators, lawyers, police officers, advocacy group representatives, community representatives, unions and consultants in the development of standards•Developed standards implementation strategy which involved a strategic alliance between the ministry, the police community and the private sector•Spearheaded development of ASD program in which the private sector performed applicant testing as a contracted-out option for police services•Patented (in both Canada and U.S.A.) “arm restraint simulator” machine to simulate a resisting-arrest scenario for police officer occupational fitness testing •Nurtured and managed ongoing strong client relationships with the Ontario Association of Chiefs of Police, the Ontario Association of Police Services Boards and other key clients, including conducting client satisfaction surveys and hosting client seminars and conferences•Generated annual non-tax revenue of approx. $600K from intellectual property royalties •Led initiative to successfully license other jurisdictions (federal and provincial) to adopt Ontario’s standards •Speaker at several provincial and national symposia
