Finance and accounting (F&A) technical expert for revolving fund, military and civil works programs, Los Angeles District. Provide finance and accounting customer care and general administration to construction, planning, engineering, asset and project management and regulatory divisions. Certify daily requests for goods and services using Corps of Engineers Financial Management System (CEFMS) automation to validate contractual, government order (GO) and and other purchase requests. Process GO transmittals and acceptances between COE and other government customers. Conduct joint quarterly unliquidated obligation reviews with project manager staffs, budget and program analysts, project financial managers, responsible employees and COE team members: validate project open commitments, undelivered orders, accounts payables; decommit or de-obligate funds as needed. Originate labor and miscellaneous type cost transfers impacting project funding accounts. Correct F&A action planning for government owned and controlled plant, property and equipment assets, produce CEFMS reports and analyze status of PPE before transmitting to division and higher headquarters finance offices. Assure project delivery team expertise for financial and accounting issues. Assist in Chief Financial Officer areas of responsibility and respond ahead of suspense deadline. Aggressively review, analyze and process construction-in-progress, budgeted priority replacement and improvement program work items and COE P2 project management new work items in CEFMS and provide feedback and status proactively. Regularly assist command and district-wide operating and system accountants in accrual accounting, cost share accounting for federal and non-federal local sponsor trust accounts, customer order accounts and other audit areas of special interests. Clear CEFMS asset report anomalies dilligently throughout the fiscal year to ensure accurate and complete fiscal year ending financial closeouts.
