GovEx was launched in 2015 in partnership with Bloomberg Philanthropies in support of Bloomberg's What Works Cities Initiative. GovEx assesses the ability of government to use data and evidence, provides technical assistance to close gaps in data and evidence practices or advance practices, and deepens the skills of the public sector workforce. GovEx has been recognized by Route 50, Civvys and others for our impact on the field.

After successfully launching the Center for Government Excellence I founded and now lead the Centers for Civic Impact. The mission of the Centers is to empower the public sector through expertise, training, research and collaboration. The Centers is an umbrella organization that includes the Center for Government Excellence (GovEx), the GovEx Academy, and the Center for Applied Public Research. At the Centers, I am responsible for managing all three teams, developing strategies for technical assistance delivery, overseeing the development of curriculum, building tools, fundraising, and thought leadership. Since 2015, GovEx has worked with nearly 150 governments globally building data practices, helping align data assets to outcomes, and most importantly helping to produce better outcomes for people. Over the course of this work, our biggest realization was that we need to support the public sector workforce with skills and opportunity. The GovEx Academy now trains thousands of public sector employees in skills that are helping to deepen expertise, challenge the status quo, and deliver results. Our next big challenge is to reshape how University led research can translate in to implementable best practice. The Center for Applied Public Research is examining the strategies for scaling good ideas and building an evidence base focused on the most pressing challenges facing government.

Director of StateStat and the Governor's Delivery Unit
-
Oct 2008 - Aug 2012
In my role as Director of StateStat and the GDU, I led the day-to-day operations of the State's award-winning performance management program. As the de facto chief operating officer for the state, I ensure that the Governor's cabinet agencies are making progress toward achieving our strategic goals. StateStat is a data driven process that requires intense supervision of the state's agencies. As director, I oversee a team of highly skilled analysts. Together we consume thousands of data points a week, analyze the data and democratize its utility---all in an open and transparent environment. The final product is an agile performance management program that allows us to make decisions quickly, solve problems effectively, and improve outcomes for the citizens of Maryland.

Probation Officer

My central role at the Department of Juvenile Services was as an intake worker. When children were arrested I would make decisions about how their cases were to be handled. I also worked in the courts with children who had committed very serious offenses, determining the appropriate jurisdiction for their cases. I created a Girl's Group for teens on probation that paired probationers with art students for a semester long photography program. The semester always culminated in an exhibition that raised thousands of dollars for education funds awarded to the participating probationers.
