BPC Environmental Consulting Services LLC founded in July of 2023, a company specializing in consulting City, County and private entities in navigating the complex regulatory structure of redeveloping abandoned, blighted, contaminated and underutilized properties in their portfolios. Assisting our clients in navigating the California Environmental Quality Act (CEQA) requirements and regulations. Specifically, we advise clients if they are required to complete an Environmental Impact Report (EIR) or if the nature of their project or funding source allows them to submit a Negative Declaration (ND) or if their project will require additional documentation below the level of a full EIR. With the assistance of my skilled staff of environmental engineers and scientists help our clients understand and resolve daunting environmental due diligence laws and comply with applicable environmental investigation standards, identify potential environmental liabilities and when appropriate find cost-effective, implementable remedial solutions and/or environmental mitigation measures that will allow their redevelopment projects to comply with Federal, State and County. We also provide Phase I and Phase II Environmental Assessments (ESAs) for potential land acquisitions or when considering expansion of current operations. We also provide consultation when negotiating with Alameda County Department of Environmental Health (ACDEH), Department of Toxic Substance Control (DTSC), Regional Water Boards and the U.S. EPA. I am currently working with several land development companies including Satellite Affordable Housing Associates (SAHA) a low-income housing redevelopment company as well as a Sun and Associates working on the converting blighted parcels to functional, compliant, mixed-use retail and residential properties.

As an Environmental Specialist I worked closely with many City agencies including, but not limited to DOT, Fire Dept, Contracts, Attorney's Office, Economic Development on a very diverse range of projects. I advised these City clients on complex topics such as environmental health hazards, capital improvement planning, environmental liabilities associated with redevelopment and regulatory compliance issues with CEQA, CERS, EPA, and DTSC.I was the City's petroleum storage program manager ensuring the safety and compliance of our eight high capacity USTs as well as the City's 84 ASTs,including monthly/annual testing & inspection and managed several major repairs and UST/AST decommissioning/closure.I have managed dozens of large, complex projects in my role from multi-year, milliondollar site remediation projects for our Redevelopment Agency to one time property assessments for our Risk Division. Some of the Real Estate and Planning projects I have advised on saved the City taxpayers millions in environmental liabilities associated with undisclosed soil and/or groundwater contamination and the costs to remediate these impacts. I evaluated the safety/feasibility of proposed temporary housing shelters, trailer lots for the City's un-housed. I evaluated sites for potential impacts to soil, water, soil vapor and Haz-Mat; when present, designed remediation/mitigation measures.Primary author on numerous RFPs/RFQs and managed complex projects from fund allocation, contracting to completion.I have evaluated dozens of RFPs for 3-yr, $500,000 general and $250,000 hazardous materials contracts. With these consultants I have formulated, managed and successfully completed close to a hundred individual projects for the City.Project manager for the Longfellow affordable housing project during the preliminary design, funding phase and project compliance with DTSC, CEQA, HUD requirements. I developed the CSM, investigation WPs and negotiated an acceptable mitigation system.
