    Within ATO, Bala was providing leadership in national initiatives like “Managing Change”, “Implementation of GST”, “Tax Law Improvement” staff development & training, continuing professional development, Graduate Recruitment, the prestigious ATAX distance learning program [ATAX]. Bala has been involved in facilitating groups, the prestigious ATO’s flagship progamme on “MANAGING IN 90S”, CHANGE MANAGEMENT, TEAM BUILDING, ORGANISATIONAL DEVELOPMENT, INTERNAL CONSULTING, PERFORMANCE MANAGEMENT, LEARNING ORGANIZATION and numerous projects within ATO and overseas. Bala's main strength is his exceptional facilitation, managerial, organisational and consulting skills, and liaison at all levels of management within ATO and a number of professional organisations outside ATO. He has also facilitated numerous training sessions on general management areas within ATO and presented sessions at institutions like University School of Management Studies, Guru Gobind University, Australian Institute of Training and Development and Australian Human Resources Institute and Xavier Institute of Management & Entrepreneurship. He helped establish the ATO-sponsored Toastmasters Club in Dandenong office, of which he was initially Vice President (Education) before becoming its PRESIDENT. He has also coordinated and trained senior Indian Income Tax commissioners, who came to ATO under the sponsorship of AusAID/UNDP programs.

Planned and organized, for two decades, over 200 management development programs, its annual flagship events like the Srinagar Advanced Management Program, National Management Convention, National Competition for Young Managers, the AAMO IV International Management Conference [1971] the World Management Congress [1978] and the first national distance management education programme• Had the unique distinction of working with world famous management thinkers like [late] Prof Peter Drucker, [late] Dr CK Prahlad Prof Warren Bennis and some of the distinguished past presidents of AIMA• Facilitated, coordinated and presented over 200 management development programs, both on its own, as well as collaborating with ICAI, ICSI Represented AIMA at several international conferences and meetings and presented a paper on "Analysis of Japanese Management Philosophies and possible application in Indian Context" in 1971
