Worked with Indonesian government tourism agency to identify coastal community tourism opportunities in eastern Indonesia. Prepared proposals and presentations which initiated adoption of amended government policies to facilitate these developments. Participate in a Brunei technical college working group to develop a tourism training curriculum at HND level. Developed an entry level guide training programme for industry staff requirements. Operate an inbound tour business which established standards for staff training, risk management, and safety equipment which were subsequently adopted by other operators. Operate an International Yacht Training centre for recreation and workplace power and sailing vessel certification. Conduct yachting events - races and rallies - for regional and international yacht crews.Established Brunei Bay Radio HF/SSB radio services to support recreation and tourism small craft in SE Asia, NW Pacific and northern/eastern Indian Ocean.

    Site selection, building design and construction, staff training and programme development to establish Outward Bound operations in Brunei Darussalam. This development was oriented to helping young people achieve the determination, enterprising spirit and resourcefulness to consolidate their personal development and allow them to become positive, contributing members of a rapidly growing small nation. Sponsored by Brunei Shell Petroleum this project concluded with handover of the completed Logistics and Operations centres, along with equipment, core trained staff and initial programme designs to the Ministry of Culture Youth and Sports.

    A period of consolidation and growth as Outward Bound Australia became the largest Outward Bound centre in the world. This was achieved through an expanded application of the core educational theory into a variety of training and development applications. And creating a strong professional staff, with training, certification, development and peer review to enhance personal capability and programme effectiveness. Backed up by a significant analysis of programme effectiveness through the use of psychometric evaluation instruments that helped guide programme content and delivery. Contributed to the initial development of operational Standard Practices, along with the associated staff training, exam and remuneration system. Supervised the tri-annual review and re-write of sections of the Standard Practices. Directed the development of organisational, training, administrative, computer and communication systems to keep support staff, teaching staff and logistics linked, sharing, learning and growing.Established computerised budgeting, account reporting systems and chart of accounts as part of the devolution of financial responsibility to the organisation's professional educators. So educational goals, purpose and operational safety directed finance and expenditure decisions. Established computerised staff salary and qualifications record keeping systems. Initiated computerised staff daily work record system with associated bonus leave calculation and leave record keeping.Liaised with corporate and education sector clients to confirm their annual programme bookings, pricing and contracts. Made pre-programme presentations to schools, parents and corporate clients regarding the programmes, educational benefits and risk management procedures. Initiated potential client contact and responded to enquiries to secure additional bookings. Co-ordinated with senior staff to develop or expand mobile operating areas to meet the growing demand for programmes.

Expansion based on the establishment of a professional, education qualified core staff with sophisticated staff training, certification and development scheme.
