Eskel Porter Consulting, Inc. - Conducted JADs and workshops for developing e-government strategy, including feasibility study, statements of work, cost estimates, and project plans.Carta, Inc - Developed complete SOWs, organized and facilitated JADs, worked with developers to translate requirements into architecture and design, and helped develop methodology approach to lead company into a higher CMM rating.EarthLink Network, Inc. - Collaborated with all departments to develop processes to replace ad-hoc approach.Unisys - Developed Requirements Management plan for Malaysian Government project. Established approach so that it could be used by junior staff.Integrated Compputer Engineering – Developed more than a third of the first Masters Level Project Management Certification test for the Gartner Institute. Constraints parameters included prevention of cheating in an Internet environment and structuring questions to minimize the risk of litigation.Integrated Computer Engineering – Performed IV&V risk analysis for a California State Franchise Tax Board project to develop new system for processing tax returns. Identified management and technical risks that could have a high impact on the success of the project.

Planmatics, Inc. – Assumed project management of a project ten months into its schedule, with virtually zero progress, and completed it in less than five months, within its original schedule. Identified requirements and design for a database application to track consulate offices and personnel for the Office of Foreigh Missions for the U.S. State Department. Developed an approach to use Oracle Designer 2000 as the source for the entire application, so it could be used for configuration control and minimize the time necessary to add new capabilities in future versions. The customer required a new development approach, utilizing separate design and build teams. Define the documentation and handoff requirements needed to smooth transition to development. With an original devleoper of SEI’s CMM model developed an innovation if project and process management, which dramaticall reduced schedule and costs for SW development projects. This new methodology was expanded beynd project management of SW development, to all aspects of the client’s enterprise. A key methodology characteristic is the direct connection between detailed project requirements and the strategic company objectives.California Secretary of State – Identified IT system requirements for an RFP for a new system to implement electronic filing of financial disclosures for the Political Reform Division. Used Oracle Designer 2000 to develop data and functional models. Estimated functional sizing, and with Knowledgeware, provided a preliminary cost and schedule, which allowed for developing a phased procurement strategy to meet deadline and budget constraints. Facilitated the development of measurable strategic objectives. This approach enabled the objectives to be identified and defined in two days, instead of the several weeks otherwise required.

Various Clients – Taught clients how to establish an in-house capability for accurate SW development cost accounting and scheduling using Function Points. Developed new techniques for up-frong sizing of object oriented SW applications, thus increasing the accuracy of cost and schedule estimations. Part of a team that developed an Object Oriented Project Management training course, which included Object Oriented Analysis and Class Diagramming. Worked with clients to implement a methodology to provide immediate feedback of the impact of requirements changes on cost and schedule. This included data modeling and meta data. Developed a new RAD approach for Oracle’s Designer 2000, with potential development cost savings of 20% and schedule savings of 50%.TRW – Worked with legal team (on a case with a potential liability of 90 million dollars) to establish the resonability of SW cost and schedule estimates, and document the existence of excessive client caused requirements creep, using Oracl Designer 2000. Built a highly productive working relationship with the users, within a JAD environment, which maintained an on-time schedule. Used Function Points and detained traceability to document and quantify the increase in scope. This supported contract negotiations for additional money for additional work. Utilized Oracle Designer to design and document key application components. Used Function Point Analysis to help quantify the SW development effort required, which contributed to winning the contract. Prepared portions of the SW development technical proposal and line item cost details of estimates. Supported negotiations with potential PC terminal vendors.

Los Angeles Times – Led team to develop system requirements, for integrating six different user communities, to deliver advertizing to more focused subscriber segments, to Zip + 4 resolution. This enabled them to compete more effectively with specialized small population advertising companies, while retaining their largest advertisers.Hydro-Aire – Developed a proposal for airplane brake controls to their largest customer, Boeing, which demonstrated improved SW development methodology/capability, including project planning and requirements documentation. This was instrumental in their retaining Boeing as a customer, and winning the brake control contract for the Boeing 777. Implemented modern project management and verification concepts to support a crash development schedule that saved over $100,000SYSECA (a division of Thomson, CSF) – Instrumental in writing several successful proposals for subway SCADA projects, ranging from Washington DC to the second phase of the LA Metro. Saved the client months of delay and a potential contract default, ($10 million,) by producing a high quality deliverable, on time.ITT Federal Electric Corporation – Took a message switch application that was two months behind schedule, and completed it, to the user’s satisfaction, two weeks early. Managed a team of in-house developers and two large subcontractors, completing a $10 million SW portion of a $90 million project, on time and in budget.

San Francisco, CA - Wharf
This was my dropout period. I'd just been laid off, and had learned how to make leather belts. Sold them to the tourists on the Wharf, in "The City." The first three times I took my belts out, I didn't sell a thing. But, I persevered. (I always was stubborn.) And, three and a half years later, I had half a dozen people working with me, and gross sales were in excess of $170,000. And, I'd put on a successful craft fair, in an unused department store, a block away from Union Square: The Great American Christmas. Did I mention it ran from the day after Thanksgiving to Christmas Eve? Not bad for a hippie dropout. Guess I just wasn't much good at the dropout part.
