MMF is a new market tax credit allocatee established by the Michigan Economic Development Corporation (MEDC), Michigan State Housing Development Authority (MSHDA), Great Lakes Capital Fund,(GLCF) and Community Economic Development Association of Michigan (CEDAM) to invest in low income communities in the State of Michigan. MMF has received 3 allocations of New Markets Tax Credit.     Bogdan proved his management skills when he was promoted to head Michigan’s 80 person Office of Economic Development. He established and implemented a strategic plan that totally reorganized it to focus on small business, entrepreneurism, growth industries, venture capital and reorganized his staff to bring SBIR and other Research funds to Michigan. He reorganized the marketing program to focus on growing firms already operating in the state.Placed on special assignment to the governor's office to develop a a statewide technology park. Prepared the plan for the Oakland Technology Park and negotiated the initial purchase of the property. Turned over to Comerica Bank to develop when Governor Milliken decided not to run.

    Managed the Detroit Regional Office consisting of representatives of each of the statewide functions of economic development, international investment, minority and small business. Produced a plan the governor and Mayor Colemen Young and I took to GM and Ford to build a auto plant in Detroit. Convinced GM to build the GM Assembly Plant in Detroit-Hamtramck which replaced the abandoned Dodge Main plant in Hamtramck. Organized and implemented the tactics to obtain a closed missile plant in Sterling Heights in trade for 2 200,000 sq. ft. office buildings in Warren. Built the 1st building in 11 months and sold the facility to Volkswagen for a new assembly plant and built a railroad overpass to help service the facility. Worked closely with City of Detroit to recruit businesses.

    Bogdan became the first executive director of this new nonprofit organization made up of a diverse leadership from the community including business leaders, religious leaders, African-American leaders, leaders of social service organizations, and poor people. Bogdan established and raised over $450,000 to establish a housing development corporation, organized and managed the employment training activity including the public employment program, organized and lead the countywide public employment program that financed about 180 jobs and used to establish a day care center. A $750,000 Economic Growth Center grant was obtained from the New England Regional Commission which was used to establish a minority business loan fund, build the infrastructure in the local industrial park, and to establish a targeted marketing campaign to attract new business. Bogdan chaired a committee to form a seven-community regional transit authority to provide publicly subsidized bus transportation and obtained approval from A city council, two representative town meeting and four town meetings; organized an annual Ethnic Festival; was a member of approximately 26 community organization boards including VP of local NAACP branch, hospital board, Housing Fund, Berkshire Employment Planning Board, Chairman Massachusetts Council Against Discrimination - Berkshire Branch, etc. Bogdan became candidate for mayor in 1973 and local organizer of the Dukakis campaign for governor.

Recommended removal of all testers from submarines – approved by customer. - Milk Shake Program – Management of the design, production of van mounted guidance test system to test the Polaris Guidance System in an underground nuclear test in Nevada. Complex design due to the need to evaluate the impact of ground generated electromagnetic field effects on the guidance system against the electrostatic field effects in the ionosphere. Designed to assure that the system can overcome a soviet ABM defense system.
