With Wayne County Government, I played a vital role as part of the appointed restructuring team to avoid any Detroit city bankruptcy fall out on County finances and services. I directed functions associated with budgeting, forecasting, subcontracting, technology and project management. We succeeded in stabilizing County and then creating and enhancing operational efficiencies. I assisted the CFO in restructuring $1.7 billion annual budget to avert bankruptcy and state treasury intervention; reduced $360 million general fund budget by 15% ($54 million) thru consolidating operations and identifying efficiencies. I initiated ERP software implementation including mapping of department functions.The following are highlights of the value I’ve brought my clients:✪ Offered new health care options for retirees and current employees by conferring closely with unions; also reduced current annual employee health insurance costs by $15 million through simplifying health insurance options and expanding HSA options.✪ Applied advanced automated inventory controls in public works warehouse to reduce pilferage and improve services; saved $300k+ annually via efficient stock level maintenance.✪ Created centralized real estate inventory and oversaw facilities management software implementation which yield 40% reduction in overtime costs and prioritizing repairs.✪ Crafted effective management reports to enhance decision-making process including establishing KPIs, scorecards and dashboards to monitor financial recovery.
