USAID/BHA is responsible for verifying that awardees are carrying out the implementation and oversight responsibilities mentioned in contractual agreements. However, insecurity throughout South Sudan, does not allow frequent field visits and direct monitoring by BHA staff. Security restrictions prevent BHA staff from traveling to and directly monitor programming in the field. That said, the Monitoring, Evaluation and Learning Support Activity (MELS) implemented by Integrity Global and Management Systems International (MSI), have been tasked by the USAID South Sudan Mission to establish an M&E support function, known as Third Party Monitoring (TPM) to enhance BHA’s ability to monitor Implementing Partner's activities. Thus, informing the South Sudan Mission of implementation status and the context relevant to the performance of USAID-funded projects.Therefore, the FSL Specialist is tasked with: • Providing technical guidance on program implementation through monitoring visits in accordance with Bureau for Humanitarian Assistance (BHA) requirements.• Advising BHA and Implementing Partners on all technical aspects of food security, ensuring an effective approach to achieving milestones and suggest ways to improve performance.• Conducting TPM monitoring visits to determine the extent to which BHA Implementing Partners have due diligence procedures in place.• Supporting and providing oversight on data collection, compile reports on performance, and convene adaptive learning sessions with the mission as required.• Making recommendations to address food security concerns and inform the BHA strategy for future emergency interventions in food insecure regions of South Sudan.• Conducting Data Quality Assessments to verify the accuracy of data and needs assessments reported by Implementing Partners and other organizations.• Building capacity of Community Monitors (CMs) on monitoring and reporting food security activities implemented by BHA Implementing Partners.Etc.

As part of the Disaster Resilience Sustainable Livelihoods Program (DRSLP), IGAD intended to use part of the sums granted by the African Development Bank to finance the services of the consultant who would be responsible for preparing a formulation and feasibility of a 2nd phase of the DRSLP Program of IGAD and its Member States. To this end, IGAD had entrusted the ECU / GAIC consulting group with the preparation of this study. Thus the tasks of the Livestock Husbandry Expert were to:i. Review and assess existing sub-project identification guidelines and criteria, including those already established in various country agriculture planning frameworks (CPPs and National Agriculture and Livestock development strategies) and recommend improvements; ii. Study of the current livestock situation and pasture management in Aweil and Kapoeta Areas; iii. Livestock products value chain analyses and development; iv. Assessment on current and potential supply and demand, marketing opportunities and consumer preferences for livestock value added products; v. Strengthening Food Security and Livelihoods of Vulnerable Populations by cattle products; vi. Accessibility to cross-border natural resources - pastoral hydraulic infrastructure, rangeland and transhumance routes; vii. Liaise with relevant Technical and Economic Assessment Group expert (as stipulated in the Team Structure); viii. Prepare Livestock and pasture management aspects of the technical and economic reports; ix. Submit weekly activity reports to the CTL (Country Team Leader – Juba based) and the IGAD Regional Livestock Lead (Nairobi based);x. Prepare the Technical Report (TR) and incorporate it into the TOCs (Table of Contents) for submission to IGAD;xi. Participate fully in IDRRSI PCU, National Experts Panel and Team of Consultants Meetings;xii. Participate in the national kickoff and validation workshops with stakeholders;xiii. Perform any other duty assigned by the CTL or Regional Livestock Lead;

In March 2021, Japan International Cooperation Agency (JICA) contracted FADO South Sudan to conduct a study survey of the fisheries sector with the focus on aquaculture sector in Juba City and surrounding peri-urban areas to examine the potential of aquaculture and make recommendations of the possible areas of intervention for JICA. Thus, FADO recruited an Assistant Consultant who was then tasked to:a. Undertake literature review of the fisheries and aquaculture sector in South Sudan.b. Collect and analyze policies, legal/regulatory frameworks, plans and actions taken by the government of South Sudan to promote development of fisheries and aquaculture in South Sudan.c. Collect and analyze policies and programs of donor agencies and organizations in the fisheries sector and particularly in aquaculture in South Sudan.d. Organize meetings and interviews with relevant personnel from Government institutions, development partners/agencies, UN agencies, NGOs (International and National), academia, etc.e. Conduct interviews with cooperatives, groups and private sector players involved in the fisheries sector and aquaculture in particular, to understand the current status and needs on the groundf. Conduct site visits of key fisheries infrastructure (public/private owned, state and national government owned) for evaluation, assessment of facilitiesg. Prepare minutes of meetings and interviews conducted.h. Write a progress report to summarize the results of a) to f).i. Conduct a one day validation workshop for the stakeholders to share and confirm the results.j. Write a final report to summarize recommendations for interventions in the fisheries sector and aquaculture in particular from key findings, expectations, lessons learnt based on the outcome of analysis a) to h).k. Perform any other duties as requested by JICA South Sudan Office in consensus with the Consultant.

Green Planet South Sudan (GPSS) is a national non-governmental organization working in South Sudan to fight climate change through afforestation, risk communication, FSL interventions, etc. to help vulnerable people adapt to climatic variability in the face of natural and man-made disasters. In one of its Emergency FSL projects funded by FAO (2018-2020), GPSS contracted an FSL Officer to help its team achieve the deliverables as set in the project document. Hence the roles and responsibilities of the officer were to: a. Coordinate the implementation of FSL interventions in Central Equatoria State and link GPSS with relevant government departments at State/County level. b. Implement FSL activities in accordance to the plans, proposals and budgets of GPSS.c. Facilitate FSL trainings to farmers and staff/partners with focus on good farming practices such as improved livestock and animal production, land use/pasture and water resource management, irrigation, agroforestry and environmental conservation.d. Ensure that cash flows are appropriately used to achieve project objectives.e. Ensure that needs of vulnerable groups are met based on the development of targeting criteria and mechanisms. f. Plan and implement FSL activities such as baseline surveys/assessments interventions, income generating activities interventions, cash based interventions, research and innovative interventions to fight hunger and reduce vulnerability. g. Ensuring timely and high quality reporting (Fortnight, monthly, quarterly & yearly) to the Project Manager and to donors when necessary.h. To conduct project team coordination meetings regularly as scheduled and as well as attend FSL cluster meetings.i. To plan and follow the project activities with the team such as field assessments, market price monitoring, and distribution of livelihood inputs (agricultural seeds and tools), training implementation for food/livestock production.

Founded in 2006, BRAC South Sudan is one of the fastest growing BRAC International entities operating in six of the ten states in South Sudan. In addition to education, microfinance and livelihood projects, BRAC South Sudan implemented Integrated Community Case Management (iCCM) and Emergency Nutrition projects from 2012-2017 which were managed under the Health Program in which a County Organizer was recruited to carry out the following tasks:a) To conduct household survey and provide report to the Area office.b) Responsible to coordinate meeting with Payam and Boma level community leaders and people.c) Conducting the necessary farming/health and nutrition related trainings and creates the environment for the improvement of farming/health related issues of the community people.d) To conduct government office visit and informs community people about government and other agriculture/health training activities available locally.e) To conduct regular refreshers meeting for community based distributors (CBDs), CBD supervisors and community nutrition workers (CNWs).f) Ensuring timely supply of all materials at the field from the area/branch offices and proper utilization of those things in the community.g) Responsible to arrange group meeting in the household level through local chiefs.h) Ensuring timely reporting (Fortnight, monthly, quarterly & yearly) to the Area Health Coordinator/Project Manager.i) Discussing his regular progress and different constraints about his given activities to the respective project manager.j) Support the project manager to organize quarterly, yearly and other meeting when and where required.k) Supervise and support the farmers and CBDs, CBD supervisors and CNWs during discharging their responsibilities.l) Hosting donor visits and keeps regular communication with the Area office.m) Sending case studies and other required information to the country office when required.
