Mission Statement Downtown Visions' (DTV) mission is to help in creating, managing and promoting a quality environment for people who live, work and visit downtown Wilmington. This mission includes a vision of a safe, clean, thriving downtown open after the workday is through, businesses bustling with activity and events that invite all sectors to come together to define a strong sense of self and of community. The Main Street Wilmington Program" (under the WDBID) mission is to preserve, promote and enhance Wilmington's Downtown business district through the elements of organization, design, promotion and economic restructuring. Organization Background Wilmington’s Downtown Business Improvement District (WDBID) was established by the State of Delaware and the City of Wilmington in 1994. The Wilmington Downtown Business Improvement District consists of 700 buildings in 70 square blocks, housing more than 400 street level businesses. The WDBID is home to many corporations such as DuPont, Bank of America, and JP Morgan Chase to name just a few. The businesses that are within the WDBID, large and small, generate the majority of the tax revenue for the City of Wilmington though even with such prestigious corporations much of the area is considered blighted. Downtown Visions’ work focused initially on making Downtown Wilmington clean and safe. DTV is funded primarily by mandated annual assessments from property owners within the WDBID.
