    In December 2010 Richard joined the Victorian Government’s the Department of Primary Industries (as of 2019 relevant functions of this previous department became the responsibility of Department of Jobs, Precincts and Regions) in a start-up knowledge management initiative. At a national level, this knowledge management initiative was contexted within Australia’s Primary Industries Research, Development and Extension (R, D and E) Framework.Richard has been recognised by his peers for his work in the following ways:2016 Mander Jones Award. Category 5 - Best article or chapter about archives written by an Australian in an archives, library, museum or records management journal or within an anthology / monograph. Michael Jones and Richard Vines as joint authors of the journal article - “Cultivating Capability: The Socio-Technical Challenges of Integrating Approaches to Records and Knowledge Management” Records Management Journal, Vol. 26 Issue: 3, pp.242-258.2016 Member of project team that received a Rupert Hamer Award for Innovation and Excellence announced by the Public Records Office of Victoria;2016 - Received an Australian National Data Service travel grant for attending the Research Data Alliance 8th Plenary in Denver Colorado (United States);2015-16 Winner of the Innovation Award. 2015 DEDJTR Achievement Award for developing the eXtension project: transforming the connection of people and knowledge; 2014 -15 Highly commenced award - Farm Services - Innovation;2013 Farm Services Team Award - Collaboration and Internal Partnerships;2012 Outstanding Reviewer at the Emerald Literati Network Awards for Excellence - Journal of Knowledge Management;2012 Member of National Primary Industries Standing Council (PISC) KM Technical Advisory Group.

    Richard has been collaborating with the eScholarship Research Centre since 2009 to research and develop solutions to the widespread problem of epistemic loss of knowledge - where there is inadequate preservation of the knowledge necessary to explain the context, structure and meaning of information through time. After six years, this collaboration has created the conditions for a State Government investment into a knowledge management tool called EMMA - KCT.
