Managed a staff of 650+ employees, managers and executives, a budget of over $50M and revenue generation activity of more than $60M.

Conceptualized and directed Service Canada College, the first-ever “corporate university” inside the public service dedicated to service excellence. Consolidated all training programs. Developed Service Canada Learning Policy and guidelines, established national and regional learning governance and national planning framework. Set up with CFO and managed National Learning Investment Fund ($20M non-salary supporting 23,000 employees across Canada). Developed and directed mega operational training strategies in support of government’s response to the economic crisis, major Canada Pension Plan system changes, new offerings such as Passport and Indian Schools Resolution and Expenditure Management System. Designed and delivered to 9,500 employees the Service Excellence Certification Program, a suite of more than ten learning programs recognized for post-secondary credit by various community colleges. Program was recognized as public sector best practice by the Clerk of the Privy Council and was awarded Institute of Public Administration of Canada National Leadership Award in 2008. Continuously innovated in building new programs on leadership/management development strategy, orientation for new employees, language training, IT training, finance training, project management, change management, business process reengineering, trainer certification, evaluation etc. Established strong partnerships/strategic alliances on service training with other federal departments, provincial and territorial governments, community colleges, Institute for Citizen-Centred Service, the Public Sector Service Delivery Council and international counterparts. Collaborated with central agencies on recognition of service as a profession and a functional community across the Government of Canada. Directed a staff of 225 learning professionals in the National Capital Region and in four learning centres across the country and managed the College’s operating budget of $26M.
