    Randy Carroll has been involved in the electric utility industry for more than thirty-six years. As the Chief Operating Officer at East Mississippi Electric Power Association (EMEPA), Randy is responsible for managing the daily operations of EMEPA, including strategically planning and projecting EMEPA’s future growth, capital requirements, expense budgets and impacts to retail rate design. Randy serves as EMEPA’s Board Member for the Southeastern Federal Power Administration, participates in Wholesale Purchased Power negotiations with the Tennessee Valley Authority and Mississippi Power Company and serves on multiple TVPPA working committees. Randy received his Bachelor of Science in Business and Industry from Mississippi State University and earned his Management Internship Certificate and Advanced Management Certificate through the National Rural Electric Cooperative Association’s Executive Training Center in Lincoln Nebraska.
