During my tenure at Customs, I implemented virtual library services including cloud accessed catalogs and desktop access to thousands of electronic journals, books and technical reports. The IRC provides virtual library services to all of Homeland Security with a user base to nearly 180,000 people worldwide. I directed a diverse staff of librarians, library technicians, management program specialists and numerous volunteers. In this capacity, I planned the library's organizational structure, assessed staffing needs, prepared job descriptions and recruited and evaluated library personnel. I served as the library spokesperson in meetings with Customs executives and with administrators from DHS.       I served as the Director of the Medical Library Service and was responsible for the administration of the Walter Reed Health Care System library system. The library program provides information services over a wide geographic area to a diverse community of end-users including patients, students, physicians and nursing staff. The library primarily served an academic teaching hospital and medical center with a multitude of medical, and research information demands. My duties included but were not limited to long and short-term planning, project management, studying needs and recommending library computer systems. I was also in charge of all contract negotiations for the library. I coordinated the selection and installation of one of the first integrated library systems (Online Computer Systems Inc., ILS) for three Walter Reed libraries. I later administered the migration to Gaylord’s Galaxy ILS system and finally oversaw the migration and upgrade to the Endeavor Voyager ILS system for over a dozen libraries in the North Atlantic Regional Medical Center (NARMC). I was also responsible for the complete renovation of the library from ground up. I delivered the proposal – that is wrote up and then made the presentation to the Commanding General and Executive staff. I oversaw the selection and actual installation of all the new computer systems, new ILS, telephones, furniture, carpet, compact shelving and even the painting. I planned the work in phases so that the library would be open during the whole process. The project came in on time and under budget

      I was the Technical information Specialist in charge of a Technical Information Center (TIC) at the Panama Canal. The TIC was a scientific and technical library providing information services to Tropic Test Center (TTC) scientists who performed environmental testing of materials in tropical climates. I basically had to set the library up from scratch. Over 10,000 and 50,000 technical reports had to be cataloged and made available to over 1,000 TTC scientists, engineers, operation research analysts and military officers. Working with a COBOL programmer, I developed a library automation system using a state-of-the-art (at the time) IBM 4331 mini to develop a database of book and technical report records accessed by author, title, dates and keywords. This system was able to produce, for the first time, a complete bibliography of all TTC publications from the Vietnam War to the then present. I received a US Army Special Act award for development of the system.
