    Grant Management•Support in drafting comprehensive budgets for new grant proposals, close out budgets including commencement and grant close-out activities to ensure smooth communication of compliance ; and•Coordinate the consolidation process for bi-annual and annual Global Fund project financial reporting, including coordinating with grant teams to consolidate supporting expenditure documentation for verification purposes.Financial reporting•Reviewing and support the preparation of donor financial reports prepared by the Assistant Finance and Administration Officers;•Compiling a monthly report on slow moving funds, diagnose the cause and proposing measures to boost utilization which include moving available funds from slow moving to those activities which are absorbing funds;•Ensuring all financial decisions are in compliance with Global Fund and Government of Zimbabwe standards.•Processing payment of grant expenditure through the Public Financial Management System (PFMS).Budgetary control•Ensuring implementation of grant activities is guided and is in compliance with availability of funds;•Recommending budget adjustments to senior management for existing grants that meet the MoHCC requirements and external donor requirements where necessary;•Providing regular financial updates including variance explanations and advising on budget performance; and•Coordinating with program staff to compile and submit the in-country disbursement requests to ensure availability of adequate in-country funds.HR Management•Supervise and review the work carried out by the Assistant Finance and Administration Officers, Procurement and Logistics Officer, Assistant Administration Officer, Personal Assistant and Driver;•Overall responsibility of HR management of the grant staff;Internal control systems•Continuously review internal controls in place and identify those requiring modification, propose recommendations and, implement operational improvements.

I was part of the team offering local assurance support to one of the largest Global Fund (GFATM) grant of over half a billion dollars. I reviewed and advised the Global Fund Country team on the status of grant implementation, particularly with reference to the funds disbursed in the country by the Global Fund for effective health delivery service through the Ministry of Health and Child Care and other various implementing partners.
