MANAGEMENT & LEADERSHIPEight years of management experience as a working leader guiding the IT Support team and Developers at the Idaho Department of Agriculture. The IT team supports approximately 500 onsite and remote users, 60 in-house midsize to large scale custom applications, and the supporting IT Infrastructure (Network, AD, Exchange/Outlook, VMware, Microsoft Core2 and Core3 Technologies, Web Services, Cybersecurity, ADFS). Providing support, direction, and vision to others; especially when challenges exist, to become better is my passion. As a state employee it has been critical for me to provide excellent service with limited resources as a steward of taxpayer money. Creatively attracting excellent talent and retaining them, my team has been able to convert the legacy Visual FoxPro applications to Microsoft Core technology. My career, outside of management, has provided me many opportunities to lead those I’ve worked closely with to provide value to both Idaho Department of Labor and Agriculture.

Developed many software packages for Idaho State Department of Agriculture (ISDA). Applications include Commodity and Seed Buyer Warehouse Control program, Board of Vet Medicine Licensing, Weights and Measures, Cervidae, and all related maintenance of the Pesticide Applicator program, Pesticide Enforcement, Nursery, Apiary, Worker Protection, and many others. Duties included all relational database engineering and writing stored procedures, reporting (to include Crystal Report software), testing, and maintenance throughout the application lifecycle.· Served as a network administrative backup.· Installed network infrastructure in satellite offices. · Analyzed various fresh fruit and vegetable grading equipment and software to determine federal and state compliance, with particular attention given to the numeric rounding of sample values, and the affect this had on statistical outcome.

· Managed the Mass Layoff Statistical (MLS) U.S. Bureau of Labor Statistics program. Programmed in RBASE relational database software to store and manipulate mainframe data relating to Unemployment Insurance (UI), Employment Services (ES), and Job Training Partnership Act (JTPA) programs. The data was then monitored to determine layoff activity and duration. Once a layoff was detected, the employer was contacted to determine the type of layoff and the long term effects on the involved employees. · Worked with employers’ quarterly unemployment Insurance reports (ES-202), and performed related statistical analysis at the county level, of various datum, to include Standard Industrial Classification Codes (SICs).· Provided compiled Census data to Labor and Legal divisions with up-to-date EEOC data (Form 1 and 4).· Created quarterly and annual reports for current and future statistical analysis.· Performed independent statistical studies, most to determine the effectiveness of each federal program used to assist unemployed workers and determine the effects of NAFTA. Manipulated data using Turbo Pascal. Used the SPSS statistical software to perform 1 & 2 tailed Z and T statistical analysis on binomial and geometric distributions.
