    AECOM Senior Inspector, Louisiana Governor’s Office of Homeland Security & Emergency Preparedness (GOHSEP) – Louisiana Shelter at Home Program, August 2016 – Present: Mr. Conant performs site inspections for the Shelter at Home Program. In this role, he assesses contractor performance against their contractual scope of work. Mr. Conant also advises more junior inspection team members on inspection requirements. He has also worked with the program contractor liaisons and contractor representatives to provide conflict resolution. AECOM Construction Coordinator, Governor’s Office of Storm Recovery, CDBG, SSBG, February 2015—September 2016: Performs (as needed) initial site assessment of applicant property to determine current status of work at applicant’s property, assess quality or work performed and identify percentage of completion to provide the construction team with a concrete understanding of applicant needs. Mr. Conant gathers homeowner construction documents (COC, COO, permits, etc…) for file completion through the field evaluation process. Requests Final Site Visits (FSV), change order review / assessment assistance, and / or environmental clearance inspections from GOSR contractors as needed to support applications moving toward close out. Downloads, modifies and creates Xactimate Hotspot work orders. Mr. Conant updates the Contract Coordinator with progress and construction complete site visit information and photographs. Mr. Conant performs training and quality control sessions with other inspectors and the subcontractor inspection firms to maintain consistency and quality of information for applicant construction status assessments. Performs verification of completed Hotspot work to advise Contract Coordinator whether Hotspot Contractor has performed work according to scope.

    URS Lead Damage Assessor, Neighborhood Home Project, Mississippi Development Authority (MDA), January 2013-2015: Performed initial damage assessments and preconstruction scope verification walks with contractors on Hurricane Katrina damaged homes. The damage assessments that are currently being created essentially become the work order to repair homes in the program. Also performed field work for lead-based Paint Evaluations and Field Assessments for NEPA complianceSED Services (Subcontractor of URS), Damage Assessor, Texas, City of Galveston, Disaster Recovery Program, Round 1, June 2012-November 2012: Worked in Galveston, Texas with SED to create initial damage reports for historical and non-historical homes during early stages of the program. Mr. Conant used his expertise from assessing Hurricane Katrina damage in Mississippi to help URS create protocol for assessing homes that were damaged by Hurricane Ike. Worked on creating damage assessments and repair estimates for Galveston homes that had unique historical and regional construction methods and materials. SED Services, Damage Assessor, Neighborhood Home Project, Mississippi Development Authority (MDA), January 2010-November 2012: Performed damage assessments and created damage estimates and repair estimates for a subcontractor of URS. The accuracy and consistency of these estimates is what lead to Mr. Conant’s future employment at URS.
