In 2017, MPAC created a separated Business Development Division with a mandate of expansion of MPAC's commercial solutions, both in respect of its property data and valuation insights business in Canada, and the creation of a new suite of offerings incorporating MPAC's property assessment technology and know-how to an international market. As President of this new division, key responsibilities included business model formulation; organizational structure alternatives; strategic partnership formation; foreign assessment jurisdiction engagement and liaison; solution definition and architecture including the assembly of integrated project teams; leadership of MPAC’s productization team; research and development; and principal subject matter expert (SME) in the creation and management of world class property assessment regimes.

Reporting to the Board of Directors, was responsible for leading the organization in transforming its operations, products and services - as well as its interactions with clients and stakeholders. Led an inclusive and collaborative process with MPAC's employees and stakeholders who together, built the foundation for the organization's 2013-2016 strategic plan and brand strategy. The overarching theme of "Building better communities, together" was the underpinning for MPAC's reimagining of delivery of services to taxpayers and municipalities across Ontario, MPAC's interaction within the broader property valuation/assessment industry, and MPAC's internal organizational transformation.Stakeholder partnerships, the innovative use of technology, and creating operational efficiencies to drive $20M in cost-savings were central themes in each of the plan's 18 strategic initiatives. The strategy resulted in some of the most significant reforms to Ontario's property assessment system since the late 1990s and culminated in the delivery of the organization's most successful province-wide Assessment Update in 2016.Execution of the strategic plan was founded on the principle of innovation as discipline, guided by Larry Keeley’s “Ten Types of Innovation” and Roger Martin’s “Integrative Thinking”, and implemented utilizing a recurring 100-day project approach, based on the “Rapid Results” methodology pioneered by Robert Schaffer.
