Rachel was my supervisor at a nonprofit where we both served on the senior management team. She is a gifted leader and has the perfect mix of policy knowledge, experience, tenacity, and passion to make her an effective advocate for the underdog. It was clear from the moment we met that she is a woman of integrity. At our annual strategic planning session, Rachel developed a strategic plan for becoming a premier nonprofit. She encouraged every member of our staff to participate. It didn’t matter if someone was a junior or senior member of our staff, she was equally receptive to their ideas. When the organization went through Board and staff changes, she stepped up to the plate to develop next steps. She could maintain a level-head through any upheaval. As my supervisor, she made me feel supported and heard. When I was developing a plan for my program, she guided and mentored me despite having a full plate. She cares about people as people and not just as employees. Any organization would be lucky to have Rachel.

I joined the EveryLife Foundation at a turning point in the organization. In my short tenure there, the organization lost its Founding Chairman and moved operations to Washington, DC, from northern California. I supported the Executive Director, supervised policy staff, managed the Community Congress Program, and ran a successful campaign to minimize proposed cuts to the Orphan Drug Tax Credit. As a member of the Leadership Team at Families USA, I supported the work of the organization by leading efforts on Medicaid and health insurance enrollment and coverage. I developed new business, created and maintained partnerships, was a lead spokesperson for the organization, supervised up to 6 department directors, managed special projects, helped develop the annual budget, and charted strategic new directions for the organization.

I created a new program to support health insurance enrollment assisters, which included hiring experienced staff, creating a new network of assisters, creating online tools and resources to support them in their work, engaging assisters directly through calls and meetings, raising funds to grow our efforts and managing grants.

As the Founding Executive Director, I built Enroll America from the ground up, starting in 2010 after the Affordable Care Act was enacted. During my tenure, we raised more than $10 million and established Enroll America as the "go to" organization for expertise on health insurance outreach and enrollment. As the Deputy Director of Health Policy, I maintained expertise on Medicaid, CHIP, and strategies to expand coverage to the uninsured. I led an interdepartmental team focused on achieving policy change federally and in states that included members of the Government Affairs, Communications, Field, and Web departments. I set policy goals, kept staff informed about policy changes and emerging issues, drafted reports, testimony, fact sheets, online explainers, and a host of other materials. Our key success was the enactment of Medicaid coverage based on income under 133% of the federal poverty level in the Affordable Care Act, and CHIP reauthorization. Show less
