Ivor F. Williams
I have had the opportunity to work directly with Ms Jackson in several roles for the best part of seven years; she is an amazing multi-tasker with a unique ability to pay attention to detail while comprehensively seeing the big picture. Her technical skills in grants management is outstanding, she has demonstrated experience in managing multiple grants in excess of $100m and in some cases up to $500m with up to 200 sub-grantees. Her attention to detail is evidence by her ability to internalize and recall contractual fine print from numerous grants under her watch to ensure that all statues are followed to the letter while ensuring that projects are allowed to move forward without undue restrictions. Rachel is an excellent writer in numerous aspects including proposal development and post implementation reporting. She has a keen ability to holistically understand the requirements of funding notices and request for proposals and build suitably qualified working teams to support the development of winning proposals under her supervision. Her skill set includes an ability to oversee and manage both technical and financial (budgeting) elements of the proposal development process while allocating realistic timelines to set objectives. Rachel is an excellent presenter and public speaker. She has the ability to make herself understood in numerous settings, from grassroots community based settings through civil society and senior business executives to high ranking government officials; she speaks true to facts and issues at hand and competently fields public questioning and clarifications on technical matters. Her personal disposition is well suited for multicultural engagements; I have seen her work well across at least fifteen national boundaries, managing the cultural diversities that emanates from such a broad scope of work. She is a good judge of character and a peoples person, capable of getting the best out of team members while motivating individual members in the process. I hence have no doubt that Rachel will excel in any endeavor that she puts her mind and energy to, and therefore highly recommend her accordingly.
