I have created lesson plans for a variety of law enforcement topics and teach new recruits and seasoned police officers with the Anne Arundel County, Bladensburg, Bowie City, Prince George's County, Laurel City, and Greenbelt City police departments (to name a few) in the areas of: criminal law, constitutional law, civil liability, criminal investigations, evidence, crime scene processing and advanced crime scene processing. In addition, I instruct on a variety of law enforcement topics, such as Advanced Crime Scene Investigation where I present a prosecutor's perspective on the Fourth Amendment and courtroom testimony for crime scene investigators. I lead this class by way of case studies and real world examples and results (including cases that have worked their way up through the appellate courts) to ensure investigators have the most holistic view possible in their ever growing role in solving crimes and proving cases to help them survive the ultimate battles int he courtroom and attacks by the defense. As a member of the Office of General Counsel I provided daily advice to one of the Department of Defense's Intelligence Agencies with respect to jurisdiction and authority. I provided Ethics and Standards of Conduct training and counseling for the Department of Defense (DoD) and am a subject matter expert on law enforcement authority and jurisdiction of the DoD. In addition, I frequently researched and wrote on legal topics surrounding other areas of law related to the DoD and provided written memorandum used by the General Counsel to advise the Director of this agency in addition to senior DoD leadership. In my 20 years of work with one of the finest police departments in the country I was fortunate enough to hold a variety of positions that touched on nearly every aspect of law enforcement and addressed every type of crime, problem solving, and community outreach. As a patrol officer I worked in every district, and worked in the narcotics and intelligence sections. I participated in one of the state's first Drug Kingpin arrests and eventually became a supervisor in the HIDTA/ DEA Drug task force overseeing a squad and working in the region to combat large scale drug operations that transcended local jurisdictional lines. As a supervisor I supervised officers in patrol, narcotics, and on the SWAT team tasked with handling all high-risk search warrants, hostage/barricade scenes and other major incidents including WMD. My unit was involved in the weeklong search for, and eventual barricade involving, a suspect wanted for multiple murders in Baltimore County and Baltimore City that led to the dynamic entry and rescue of a 17 year old who was being held hostage by the suspect. In addition, I was part of a work group that led the AA County Police to be the first, and model, agency to develop a response to a law requiring police departments to report "profiling" statistics to the State. As a commander I led uniformed patrol units, the Crime Scene Unit, the Crime Lab (tasked with conducting forensic biology (DNA), serology, and forensic chemistry), Community Relations, School Resource Officers, Reserve Officers, Animal Control, Quartermaster, and Crime Prevention. Most importantly, however, I developed lasting relationships with the agency and its officers that has continued throughout the years. I have been fortunate enough to meet every new officer with the department since then- I return to the department every year to teach new recruits in the area of criminal law and other legal aspects of law enforcement.
