I really enjoyed working with Peter and also observing how he approached many tough challenges. I learned a great deal from him. Two distinct qualities jump out to me when I think of Peter's work. First, he takes time to build relationships. He puts a lot of emphasis on getting to know his colleagues, their lives, and their work challenges. Second, if a problem needs solving, he has excellent perseverance. He exhausts all the ways to solve an issue and makes sure that everyone is satisfied through the process and with the end result. The City of Foster City and the Estero Municipal Improvement District provide governmental services to the citizens of Foster City. Foster City was incorporated on April 27, 1971, is a general law city and uses the Council-Manager form of government. The members of the City Council serve as the policy-making body for both governmental agencies. City voters elect Council members to staggered terms of four years each. A City Manager is appointed by and responsible to the City Council to serve as Chief Administrative Officer overseeing personnel, developing the budget, proposing policy objectives, and implementing policies and programs adopted by the City Council. Eight departments report to the City Manager, which include: Community Development, Parks and Recreation, Police, Public Works, City Manager’s Office, Communications/City Clerk, Financial Services/City Treasurer and Human Resources. The Fire Department has transitioned to the San Mateo Consolidated Fire (SMC Fire) Department, serving Foster City, Belmont and San Mateo. The City has an all funds budget of $196 million for FY 20-21 as well as a General Fund budget of $44.5 million. The Estero Municipal Improvement District (EMID) was created in 1960 and granted most of the governing powers associated with an incorporated municipality. EMID sold bonds to finance the major improvements needed for development of the City. EMID provides water and sewer service to Foster City and water service to Mariner’s Island and is a separate legal entity with the City Council serving as its Board of Directors and the City Manager also serving as District Manager. Managed a team to redirect a visionary plan that was on the verge of losing its Caltrans funding into an award winning success that solicited unprecedented public input and earned the City additional grants. Identified an unmet obligation to complete a MSR that threatened the success of a public-private venture. Organized/led the team, facilitated the contract and managed to complete the task on time. Reorganized the department current planning process to ensure the Planning Commission and other commissions were served with complete well developed staff reports supported by complete appendices. Promoted civic technology by leading the City into the establishment of its first Enterprise ESRI based Geographic Information System. Was the tam leader in the City's first Transit Oriented Development Guidelines that leveraged a limited grant budget to create a document to position the City to complete for share of a $250 Million Grant from HCD. Managed a complex public-private partnership to establish a satellite Community College and housing development. Organized the Development Code into a two phased implementation program that ensures short term solutions to pressing issues as well as long term comprehensive approaches to updating the General Plan. Assisted Economic Development team in securing a project that planned to bring over 1,600 new jobs, 20 retailers, and over $500,000/year in tax revenue. Show less
