Overview

United Civil Party (UCP) is a leading liberal conservative party in the Republic of Belarus. The party was founded in 1995 by the merger of two parties, the Civil Party and the United Democratic Party. UCP has registered branches in all regions, Minsk and in 62 districts of Belarus. The party stands for independent sovereign Belarus that pursues domestic and foreign policy according to its national interests. The highest governing bodies of the party are the Congress, the Political Council (15 people) and the National Committee (39 people). The UCP fundamental values are human rights and freedoms, democracy, supremacy of law, private property and free economy. It opposes authoritarianism and putting the state above the individual. The United Civil Party stands for self-government, substitution of the system of Soviets with municipalities. The party supports systemic reform of the army and its transformation into the professional one. One of the most important activities of the party is to ensure freedom of expression, association and information which means breaking up the state’s monopoly over mass media.
