Overview

The Independent Fiscal Institution (IFI) of the Brazilian Federal Senate was created in November 2016 to provide transparency to public accounts and to collaborate to improve fiscal discipline. Because of its technical autonomy, the institution establishes a counterpoint with the Executive Branch, improving the quality of the fiscal statistics and the fiscal policy. The IFI is attached to the Senate, according to the Senate Resolution 42/2016 and is directed by the Board formed by an Executive Director and two ohter Directors. The leaders are politically nominated, and then submitted to public hearings and approval by the Federal Senate Commissions and the Floor. The benchmark for our IFI came from the nearly 40 countries that currently have Independent Fiscal Institutions or Fiscal Councils, according to OECD data. The installation of the Brazilian IFI came at a time of fiscal and economic crisis, as part of the Legislative's responses to restore the credibility of national public accounts. Our institution has published the Fiscal Follow-up Report on a monthly basis, as well as Special Studies and Technical Notes. In 2019, the IFI had a prominent role in pension reform.
