Overview

Groundwork Preservation & Planning was founded by Gretchen Hilyard Boyce in 2021 to provide historical resources, cultural resources, and preservation planning services to empower clients in navigating the trajectory of the planning, environmental, and historic review processes. Groundwork provides a full range of historical and cultural resources services required under local, state, and federal regulations, including: documentation, evaluation, interpretation, mitigation, historic design review, community outreach, and more. We prepare historic resource documentation for buildings, cultural landscapes, and historic districts in support of the environmental review process under the California Environmental Quality Act (CEQA), NEPA, Section 106 of the National Historic Preservation Act, and related regulations. These services include preparation of: historic resource evaluations, State of California Department of Parks and Recreation (DPR) forms, HABS/HALS documentation, National Register of Historic Places nominations, cultural landscape reports, historic tax credit applications, historic context statements, cultural resources sections of CEQA/NEPA/Section 106 compliance documents, and more. We also assist our clients in developing sensitive design concepts for historic properties that balance project objectives with the Secretary of the Interior’s Standards for the Rehabilitation of Historic Properties.
