Overview

The Council for Affordable and Rural Housing (CARH) is the nation’s leading advocate for the financing, development, and management of the affordable rural housing industry. A non-profit association founded in 1980, CARH is the only association that exclusively represents the needs of the rural housing industry. Members include owners, developers, managers, non-profits, housing authorities, syndicators, accountants, architects, attorneys, bankers, and vendors. CARH promotes legislation in support of the affordable rural housing industry, while keeping its members informed on the issues and legislation affecting the industry. CARH members enjoy access to key members of Congress, their staff and Administration officials. CARH was a leader in the development of the Low-Income Housing Tax Credit (LIHTC), a crucial component of affordable housing financing. Executive Director, Colleen M. Fisher, has successfully led CARH since 1996. She has established strategic relationships with key members of Congress, and made CARH the most influential association on Capitol Hill in the affordable rural housing industry.
