As of June 2014, we have restored over $420 Million in pollut...ed property back into commercial use, or conversion into residential real estate. HRS is one of the few environmental consultancies with our own Controlled Waste Transport licenses (issued & regulated by the Department of Environment (Controlled Waste Section)), and have custom-built and operated specialized groundwater treatment systems to decontaminate several polluted properties. With recent works with a DER-licensed emergency pollutant responder, we provide a complete package to the management & control of all phases of large scale chemical spills. Future plans are to help aid companies with their internal control of waste management, training, and accident control. HRS was also the first to use the Disclosure Statements stipulated by the Contaminated Sites Act (2003), in which we protected a property owner of the pollutant actions caused by others- and have successfully defended our expert witness against three Australian-wide environmental consultancies. We understand the delays in obtaining a legal claim being settled, and can now provide top-level expertise in how to defend others.     • Governmental Works

      HRS has won WA governmental tenders, specifically from the Department of Planning & Infrastructure (DoPI). HRS was the environmental consultants engaged to remove a floating hydrocarbon pollutant problem at what is now known as Port Coogee marina residential estate. That estate would not have proceeded had the floating hydrocarbons been unrecoverable. The scope of works was to excavate a 50 meter x 50 meter hole through solid limestone (to a depth of 10 meters) and remove a floating hydrocarbon solvent stemming from past wool scouring business practices. The open excavation was planned to become part of the rainwater gravitational drain for the entire estate. Show less

    • WA Supreme Court Witness Capability

      A property owner was retiring and wanted to sell the property. Bills expertise was sought to provide technical reporting to summarize/confirm who was responsible for polluting his clients’ property. The property owner thus challenged the polluter through legal means, through the WA Supreme Court. The court case was settled in Bills client’s favour with arrangements being made to set up a remediation trust fund.In this regards, Bill protected his client’s property interests, and gained valuable expertise as a Supreme Court technical witness.     • First to Use the WA Contaminated Sites Act (2003) section for Disclosure Statements
      • Aug 1993 - Present

      A HRS client had a pollutant problem not caused by them and those who had rented their site at the time of the incident were intending to walk away from any pollutant responsibility. The Disclosure Statement requires submission to a separate department of the government (Contaminated Site Committee), who reviews the arguments of each side, before making a ruling. After 2.5 years of claim-counter claim, the CSC ruled that the majority of pollutant liability was not caused by my client and that others were deemed liable to remediate the polluted site (or face damages). An appeal was lodged and after a further year of defensive arguments the verdict remained unchanged. During these rebuttals, Bill provided the technical pollutant claims and defense which was vital in proving the sequence of events. Bill was at the forefront of protecting his client against pollutant damages well in excess of 2+ Million. Bills’ clients’ business reputation remains untarnished even if pollution was made public knowledge since government now knows my client did not pollute his property. Show less

    • Specialized groundwater treatment systems

      William has been vital in the treatment of groundwater remediation equipment which has been used at multiple sites across Perth. Bills first treatment system was developed for an upmarket multi-story residential builder who were constructing apartments on the Swan River in North Fremantle. Bill developed a groundwater treatment system capable of treating this extracted groundwater, in which the treated quality met the Swan River Trust guidelines to discharge directly into the Swan River. The system was later used by Georgio Group during the redevelopment of the former Transperth busport in East Perth. Further recent works were at a site affecting Water Corporation consultants involved in the installation of deep infill sewerage systems at Hyden, WA. Show less

    • Emergency Spill Response

      In conjunction with Martin Skinner (Race Response P/L), we have performed response cleanup works associated with road tanker accidents and spillage. Martin Skinner is a DEC-licensed emergency responder, with HRS performing the necessary cleanup within the following two weeks of a large accident. These spill responses were in remote locations with both parties bringing a capability to control actions of large spills to a company site or within a workforce environment.
