      Immediately upon accepting the appointment as the Authority Having Jurisdiction (AHJ) for the State of Florida in the Bureau of Plans and Construction, Wayne meticulously began to analyze his Bureau’s positions ultimate responsibility to the citizens of Florida in leading a highly professional staff of forty architects and engineers in the duties assigned to the Bureau of Plans and Construction whose professional staff, under his leadership, demonstrate, model and reinforce the Agency’s fundamental values of fairness, cooperation, respect, commitment, excellence, honesty and teamwork. Wayne’s highly professional and complex managerial and supervisory position held the responsibility for directing the administrative and operational functions of the Bureau of Plans and Construction in three offices – Tallahassee, Orlando and Miami. Under Florida Law, Chapters 395 and 400, F.S., this bureau reviews plans and specifications and conducts on-site construction inspection of hospitals, skilled nursing homes, intermediate care facilities for the developmentally disabled and ambulatory surgery centers to ensure compliance with all applicable State and National codes and standards for State licensure and Federal certification prior to be allowed to provide any medical services to the public.
