I've worked with Walter for over 20 years at EPA within the Superfund and Homeland Security programs and he has a strong work ethic and dedication to completing tasks. He worked in Superfund remedial project management before becoming a supervisor in this field that was rapidly developing in importance. Walt's military training made him a natural for involvement in EPA's Homeland Security program which developed rapidly after 9/11 and he was a steady force in building that program as well. With his experience and training, Walter is a hands-on person who can provide great assistance in a wide range of environmental matters. I recommend him highly.

      I managed the day to day operations of our Regional Response Center (Emergency Operations Center -EOC) covering five states and the District of Columbia. I also managed our emergency response budget and Project Officers and field auditors overseeing almost two hundred million dollars in engineering, and construction contracts. Emergency Planners working for me coordinated with local, state and other federal agencies, including DHS, FBI, DoD USCG to develop plans and conduct exercises including natural disasters as well as attacks using WMD - Weapons of Mass Destruction., including radiologic and biologic weapons.I was the EPA liaison to FEMA as well as our representative on their twenty member interagency steering committee planning and organizing plans, training and evaluation and preparation of After Action Reports of actual field operations after disasters.My staff and I deployed to national disasters including hurricanes, floods and most notably, the response to 9-11 attacks in New York, Somerset, PA and most notably, in Washington D.C., and soon after, the response and first ever clean up of Anthrax and Ricin after the attacks in Washington, D.C. I served as the EPA liaison to the Federal Coordinating Officer at the Pentagon Response Operation Center starting on 9/12 and as a planning and operations manager during the Anthrax cleanup in D.C.For ten years I was also the EPA liaison with the Philadelphia Office of the FBI coordinating training and intelligence sharing.

      I was a supervisor in the Superfund program investigating and managing the clean up of hazardous waste sites. I received the first National Supervisor of the year award for investigating and cleaning up many of the worst contaminated sites in the mid-Atlantic region. I represented the US EPA and delivered a talk on identifying and prioritizing sites at a conference in Italy exchanging ideas and cleanup strategies with counterparts from England, Germany and Italy. I was selected as the Region's sole member for the 15-member National Remedy Review Board, examining design and construction projects that exceeded $30 million. Many of these involved large sites like contaminated bays or large federal facilities and national nuclear research laboratories involving hundreds of millions of dollars each of construction. Our reviews are credited with savings tens of millions of dollars.I was selected as "Base Commander" in the National Acid Precipitation Program, leading a team of scientists on a two-month sampling of hundreds of private and public lakes throughout the central Appalachian mountains using two pontoon-equipped helicopters, EPA sampling crews who flew each day from sunup to sundown, mechanics, and laboratory personnel. These helicopter sampling events took place from sun-up to sun-down seven days a week for several months.For twenty years I was the EPA liaison to the Army Corps of Engineers, who performed much of our construction work, and used my military background to minimize communication /language and cultural difference between the agencies.

      Active Duty Army and then Army Reserves in various positions:Based on my experience, I was the first and only Reservist to be chosen by the Active Duty Deputy Chief of Staff for Operations at First Army, to be a member of the newly formed DoD Response Task Force first employed for a Presidential Inauguration. During my final ten years of Reserve service I was the DoD Emergency Preparedness Liaison Officer (EPLO) to the State of Delaware, and later the Principal EPLO to FEMA Region 3 leading a multi-service team of senior officers and enlisted personnel. My teams planned and executed complex multi-agency and multi-state emergency management/response exercises. We planned and controlled dozens of Homeland Security, CBRNE, WMD and natural disaster exercises for Active duty troops and other federal agencies. All my teams were trained in and utilized HSEEP and ICS procedures. My work at EPA dovetailed with this work and the result was a strengthened understanding of the National Response System and the ability to use this to construct better training for both civilian and military organizations and to explain each others operations more easily.As a Reserve officer in the Medical Services, I was the second Reservist ever to earn the Medical Logistician specialty designator and eventually became Commander (CEO) of the 324th MEDSOM (battalion) - a large medical logistics unit. I held numerous senior staff positions and command in medical units and hospitals. On active duty as a lieutenant, I trained medics going to Vietnam and later became the Social Work Officer for the Second Armor Division at the joint 1st Cav/2AD, III Corps facility. I performed counseling, pretrial evaluations, drug and alcohol treatment under the training of three psychiatrists. Much of what I learned here about people, their motivations and their problems became the foundation for my success as a manager in later jobs.

      As DoD's Principal Emergency Response Preparedness Liaison to FEMA Region 3, I lead a small, highly specialized team of senior officers and senior enlisted personnel. We planned, executed and then critiqued complex multi-agency and multi-state emergency management/response exercises. We planned and controlled dozens of Homeland Security, CBRNE, WMD and natural disaster exercises for Active duty troops and other federal agencies. All my teams were trained in and utilized HSEEP and ICS procedures. My work at EPA dovetailed with this work and the result was a strengthened understanding of the National Response System, National Security Directives and the ability to use this crossover experience to construct better training for both civilian and military organizations and to explain each other's operations more easily. My accomplishments earned me numerous awards and recommendations.
