  Plans, designs and implements an overall risk management process for the Town. Advises the First Selectman on all Emergency Management matters and related laws, rules, regulations and requirements of Title 28 and Public Act 87-535 of the Connecticut General Statutes, and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended. Develops, organizes, directs and coordinates the Town’s Emergency Management program by maintaining emergency operational capabilities that mitigate, prepare for, respond to and recover from any emergency or disaster. Serves as the Veterans’ Services Administrator for the Town of Ellington. Implements health and safety measures and creates business continuity plans to limit risks and prepare for undesired outcomes; serves as the Chairperson for the Town’s Safety and Health Committee. Acts as Co-Chair of the District School Safety and Climate Committee; liaise with school officials to drive system efforts forward. Coordinates with the Town and district administrators on monthly safety drills, including plans to systematically enhance the meaningful nature of routine drills. Responsible for accomplishing the following functions: (1) Emergency Organization, Planning, and Management; (2) Direction, Control, and Warning; (3) Population Protection; and (4) Training and Exercises. Of note, those emergency responsibilities assigned to department/agency chiefs by Charter or standard procedures remain the responsibilities of those chiefs. Formulates emergency management policies and procedures related to the functioning of emergency services during emergency situations. Develops and executes a program operating budget.
