CIO level FBI Information Technology operations leader responsible for the design, build, operations, and maintenance of the FBI’s IT system infrastructure and information security program. Responsible for cyber risk management, defense, and resiliency of four networks (Top Secret, Secret, Unclassified and Transport) across a global footprint. Transformation of threat monitoring systems, analytical applications, and 24/7/365 operations for the enterprise’s information technology network. The FBI network services endpoints world-wide, supporting an almost $9 billion premiere law enforcement and intelligence agency. · When challenged to lead the Department of Justice effort to deploy Office 365 for 55,000 users across the FBI, determined our existing infrastructure and smartphone device platforms did not have sufficient horsepower to run O365 effectively. Assembled a cross-functional team of stakeholders, leveraging our respective strengths to upgrade the enterprise network, authentication, and auditing infrastructures in two datacenters while simultaneously coordinating with our cellular service provider and smartphone manufacturer to deliver a baseline upgrade at unprecedented velocity. Led this team to success in accomplishing deployment of 33,000 smartphones around the global while concurrently enabling O365 services to 55,000 FBI users in only 90 days.· When selected as Assistant Director, quickly determined the IT Infrastructure Division workforce was not effectively communicating or collaborating, nor was their work being strategically prioritized. To address these deficiencies, adopted a tailored version of Scaled Agile Framework to improve cross-Unit and cross-Division communication and collaboration to deliver exceptional outcomes against wide-ranging requirements. Served as the Chief Operating Officer for the Washington Field Office (WFO) of the FBI, with a total staff of 1600 employees and contractors, and an annual discretionary budget of $9.5 million. Responsible for all staffing, budget execution, information technology deployment, technical surveillance execution, and physical, personnel and information security for the second largest field office in the FBI. Trusted advisor to the CEO (Assistant Director in Charge) for strategic execution to improve business outcomes for the entire Division.· Led the effort to completely rehabilitate WFO’s evidence control program following an incident of evidence theft and destruction. Immediately engaged stakeholders across multiple Divisions and Field Offices to establish a cross-functional team of subject matter experts. While leveraging the strengths of the team, removed the program from dysfunctional leadership and recruited new leaders to take up the challenge. In less than one year, our team achieved my vision of rehabilitating the WFO evidence program, earning an FBI Director’s Award for the effort.· Spearheaded the development and delivery of a five-year strategic facilities plan, which considered the current state of WFO facilities, current dependencies, usage of space for collaboration, and growth trends through analysis of current and emerging threats. The plan was shared with all Division employees to allow for the widest possible feedback and buy-in. By engaging positively and openly, the Division was enabled to complete a $9.5 million renovation project on time and under budget, while simultaneously delivering tailored office space to successfully meet end user requirements.
