Implement and maintain Asset Management Systems for roads & bridges ( asphalt, chip seal and gravel ) / marine infrastructure ( ramps, jetties, gangways, pontoons, floating walkways, piles, revetment walls and dredging works ), the key components/outputs of asset management system being: • Data capture, condition assessment and integrity • Infrastructure rehabilitation programs based on condition assessment • Financial reporting of infrastructure values and consumption • Graphical representation of infrastructure assets (GIS) • Asset Management Planning and level of service determinations Undertake marine asset investigations and designs in accordance with current standards and best principles and practice. Supervise contractors in regards to road / marine asset data collection activities and asset rehabilitation works Coordinate and manage the grant and subsidy allocations for road / marine infrastructure from the State Government. Plan and coordinate capital works and maintenance programme for road / marine infrastructure/facilities. Provide internal and external customers with high level technical advice and support in relation to road / marine maintenance inquiries to achieve effective customer relationships. Contribute to the development, implementation and review of procedures and operating guidelines for the group/unit to contribute to continuous improvement. Coordinate and manage the preliminary State and Council environmental approval processes as necessary, and prepare functional scopes for Marine Capital Projects. Mange the Roadside Asset Data Capture and Analysis by digital video. Manage and Co-ordinate the data collection, input, analyse, value and generate reports to satisfy AAS27 for the new “as constructed” road network assets. (Developer contributions, Council works, Contract works). Oversee the pavement condition survey (Ground Penetrating Radar , FWD, roughness, rutting, cracking, stripping, pothole etc)

Manage and Co-ordinate the Development, Implementation and Maintenance of Asset registers for Roads, Water, Sewer, Drainage, Bridges and Parks & Gardens. Review and update Asset registers to maintain the validity of data. Develop and Maintain Total Management Plans (Summary Document) for Water and Sewer systems as per Department of Natural Resources (DNR) guidelines. Review Council’s Operational plans, compile and collate data for the development of benchmarks and performance indicators as required by Council, DNR and Queensland Department of Communication and Information, Local Government, Planning and Sport. Co-ordinate data collection from site and establish assets on the Geographic Information System (GIS). Provide GIS information to Council staff, manipulate / analyse data and produce thematic maps. Implement Maintenance Management System for plant and equipment using STOWE computer systems; provide education and training of Council staff in the use of the system. Collate monthly reports from water treatment plant, sewer treatment plant and services field staff such that the data can be used in the development of maintenance management plan, system management plan, inflow & infiltration plan and energy management plan. Where appropriate, input data into the GIS. Implement Rural Numbering. Special Projects involved in; Gravel Resource Study, Bridge Assessment (Mass Limits review), Traffic Count Program, Rosenthal timber signs replacement program, resolving unnamed roads and duplicate road names, Grants Commission returns, Surface / Ground water licence renewal. , . Prepare reports for Council, respond to enquiries from general public, and liaise with staff in the finance department and other government departments.
