I worked closely with Umer at the heart of HMRC’s Digital transformation strategy, namely the API Programme and Platform. Umer led an agile multi-disciplinary team as the Product Owner on which I was the User Researcher. We worked together for about 18 months, and I was impressed with him in many ways. He is a natural and effortless leader of people, creating a cohesive team and providing strategic and technical leadership. He led the development of a roadmap that spanned the distributed teams reporting to him. He led the embedding of agile practices in the team, and participated fully in agile ceremonies, story mapping and planning and prioritising sessions. I was particularly impressed that he supported the user research work I was doing, specially as this was in a very technical project aimed at third-party software developers. Umer is an effective chairperson, encouraging open discussion, listening to others and being decisive when necessary. He works at his relationships with stakeholders and team members, is an engaging speaker and has a natural manner about him, that tends to exude credibility, authority, and respect for others. I have seen Umer handle difficult situations in which, by focusing on fundamentals and speaking clearly and directly, he has successfully defended technical decisions, or defended his team, from several challenges. For this he has in turn received the enduring respect and loyalty of those who have interacted with him. Umer is a natural leader who is also fun to work with. He would be a credit to any organisation he worked in, and I would welcome the opportunity to work with him again.

Working as the Lead Architect on the HMRC API Programme with Umer was a textbook example of how an informed stakeholder takes on technical recommendations and weighs trade-offs when taking difficult decisions. Umer was always well informed and sought council when needed to champion an informed opinion with senior stakeholders and other teams. He is a natural team leader and engages the whole team who listens and strives to improve the working environment.
