  Social Investment Program in Garadagh was launched in 2003 with financial support from BP STEP ACG. It was started from social investment activities in 2 settlements of Garadagh district, a year later expanded and extended covering 3 settlements. At the same time another grant for Shah-Deniz Gas Export Investment Program let to expand activities in two more settlements. In 2005 there were already 7 setllements under social investement programe with more than 40, 000 people in target.   Urban Community Development Project was launcded in 2000, as a result of successful proposal submitted to USAID. In general it was the first urban comminity development project an Azerbaijan targeting IDP and local population, mainly inhabitants of public buildings in Baku and Sumgait.
