As the Developmental Planning Directorate’s Chief Engineer, I worked with Troy on a variety of projects that enhanced our ability to maintain focus on systems engineering and program management excellence. For example, in his role as Acting Deputy Director for the Directorate (and later as Deputy Chief, Concept Development Division), we worked on a means to verify that there was consistency to various supporting processes throughout the enterprise that aligned with the expectations of higher headquarters. He was able to craft a self-inspection process that, when implemented , resulted in Director having confidence that we were doing the right things, and also doing those things the right way. His professionalism and skills would be an asset to any organization, and look forward to working with him in the future.
