Provides agency-wide leadership, management and stewardship over the Minnesota Council on Disability policy and budgetary legislative priorities. Supports the short- and long-range goals for agency programs and statewide initiatives to more effectively collaborate and partner with the legislative body, the governor’s office, state agencies, and constituent groups through advice and counsel. Serves as the agency representative responding to public officials and constituents at the state, federal, and local level on policy and budget initiatives. Prepares reports to state law-makers, briefing packages, budget recommendations, and positioning information on disability-related policy. Coordinates agency statements to legislators and legislative staff and ensures effective relationships are established and maintained with the legislature so that agency's goals and mission can be met. Coordinates all budget-related work with the Executive Director and the Operations Director to ensure budget proposals are developed and submitted on time, as well as development and presentation of all fiscal notes on legislation with any potential fiscal impact. Coordinates joint legislative positions and actions with other state agencies and is the Agency’s primary point of contact for the Governor’s policy team. Leads special projects, priority policy initiatives, and works on other agency priorities. Provides avenues for improved communications and greater transparency between the Council on Disability and external stakeholders, including legislators, advocates, providers, task forces/advisory groups, local governmental units and other state agencies, and citizens.

In my role as Manager of International Programs at Starkey Hearing Foundation, I further developed my skills in international development, government and NGO relations, project and program management. In partnership with Starkey Hearing Technologies, I led culturally diverse international teams to develop, train, and manage sustainable, & scalable community-based programs, distributing hearing devices and hearing healthcare services to over 70 countries around the world . Specific skills and experiences included: Program Development - Led the development of a new program in Armenia, including through planning and negotiations with the Armenian Ministry of Health, local NGOs, and international donors - Interviewed and trained local teams for ongoing oversight of programs - Oversaw & assisted with expansion of 12 African & Caribbean programs including planning and attending on the ground missions and trainings Government & NGO Relations - Participated in planning and execution of an Armenian National Hearing Healthcare plan with the Armenian Ministry of Health and local NGOs - Nurtured a network of donor relationships critical in the funding of the missions, including presenting at annual fundraising events and donor dinners Project Management - Responsible for a ~$400k budget across four international missions in Armenia - Assisted in program resourcing efforts, assembling global teams to staff missions and managed thousands of patient relationships Training and Community Development - Designed and facilitated trainings on sustainable program design and evaluation to local teams in 14 countries - Facilitated the evolution of the Foundation best methods & practices manual and participated in the training and rollout to all global teams Data Analytics - Managed global analytics platform for seventy programs and 400,000+ patients - Accountable for program oversight and financial reporting to both the CFO and Chief Programs Officer
