Tom has a keen sense of corporate and social responsibility in the community and delivered this with great integrity during his time as County manager in Meath. He is open minded, fair and allows creativity flourish while ensuring the "right thing is done".

I had overall responsibility for a budget in excess of €2.75bn in capital and operational activities during my 10 years as Meath County Manager and led a multi-disciplined staff of over 800.I successfully led the development of County Meath, at a very challenging time, during a period of rapid expansion and also during the downturn in the national economy. I developed an agreed vision and strategic plan for the county and a corporate structure for the council that grew its income stream and reduced capital indebtedness. At the same time I managed to deliver an improved quality of services and many major infrastructural projects to a population that increased from 134,000 to 184,000 during my time as Chief Executive.
