Judge Searer served as the President Judge in the Mifflin County Court of Common Pleas from 1994 – 2013, where he handled a wide variety of cases in all court divisions including Civil, Criminal, Family and Orphans Court in addition to his responsibilities for the court’s administration. While on the bench, he demonstrated his knowledge of established legal principles and procedures. His ability to interpret and apply them to specific factual situations is well documented. His appellate record on the small percentage of decisions from which appeals had been taken is excellent. Appellate courts have commented in their opinions about the thorough manner in which he has analyzed the issues and disposed of the cases appealed to their courts. In the administrative area, his implementation of innovative alternative resolution programs has provided litigants with timely opportunities to efficiently resolve their controversies without long and contentious hearings.
