Conoco Phillips / Total – Surmont 2 Project – SAGD (Steam Assisted Gravity Drainage) (1/2014 to 2/2015), Anzac, Alberta, Canada: Lead Estimator – Change Management Lead for URS Flint on the largest oil sands SAGD project in the world. The base contract for the Water Treatment and Bitumen Treatment Areas started at $423M with engineering at approximately 30% complete. As we neared completion, there was an additional $200M in added work scope. Primary responsibility for the development of all Trends, CCRs (Contract Change Requests, CCOs (Contract Change Orders); and EWOs (Extra Work Orders) for the additional scope. The contract is essentially a cost reimbursable + fee structure based on unit pricing contained in the Key Engineered Quantities section of the contract. Facilitated input from the Quantity Surveying / Construction Planners and Scheduling for field verification of all key quantities that were updated and added to our PED (Project Execution Database – 96,000 unique work scope items) for the Key Engineered Quantities. Managed and coordinated the Change Management Database in Sharepoint. Represented URS Flint Change Management at weekly Commercial Meetings with the client’s Construction Manager, Bantrel. Primary responsibility for all Change Management weekly and monthly reporting on the project including aging logs, change order logs, subcontractor logs, etc. Developed Trend estimates and Change Orders for direct and indirect craft labor, CM staffing, scaffolding, equipment costs, small tools and consumables, travel costs, mobilization, demobilization, etc. Worked closely with Project Management and Project Controls to develop project forecasting for the 90% Budget Forecast and craft productivity factors on the project. Helped identify and then developed the estimates for additional key engineered quantities for missing items as identified in the contract. Assisted in the negotiations on the additional earnable hours related to these work scope items. Show less

URS Corp: Detroit Edison – Monroe Power Plant (9/2007 to 1/2014 ), Monroe, MI: Primary / Lead Estimator responsibility for multidiscipline EPC/CM Target Price Estimates for the FGD (Flue Gas Desulphurization) Units 1-2 valued at ~$270M and the SCR (Selective Catalytic Reduction) Unit 2 valued at ~$160M - by planning and clearly defining the BOE (basis of the estimate); coordinating, facilitating and assembling the input from multiple sources – historical costs (CAES, Prolog, PQMR & Prism reports), various engineering disciplines, project management, CM site staff, procurement, subcontract administrators, etc. Participated in contract negotiations, estimate reviews, risk analysis & audits with both URS management and Detroit Edison. Experienced in developing resource loaded plans for field engineering and CM staffing, indirect craft support staffing, home office engineering & support staffing and project construction equipment requirements. Managed the input and generated cash flow projections for large multi-year EPC projects. Additional responsibilities for verification of earthwork / civil / concrete quantities - contract and change order values for the client’s prime contractor with a unit price contract valued at ~$37M. Sole Responsibility for all estimates for Change Management on FGD Units 3-4 (770+ PCNs) and ongoing change management for FGD Units 1-2 (350+ PCNs) & SCR Unit 2 (150+ PCNs). Estimate types included conceptual, ROM and definitive estimates. Finalized the BOE, planned, coordinated and facilitated input from multiple SMEs & engineering disciplines for power, water treatment, wastewater, security, and life support. Managed EPC /CM estimates for Power O&M at multiple power plants in Baghdad to develop implement and sustain an effective O&M program - valued at ~$94M. Sole responsibility for ongoing multidiscipline estimates (including life support & security) to complete the construction on the Nasiriyah Drainage Pumping Station valued at ~$126M for the Iraqi Ministry of Water Resources. Primary responsibility for estimating responses to the DCAA & DCMA audit questions & Task Order definitization negotiations with the Army Corp of Engineers and the US State Department for power & water estimates in Iraq. Estimated, logged and tracked all Change Management for URS power and water projects in Iraq during my tenure as the sole in-country estimator. Show less
