  Tim Haile was appointed as Executive Director of the Contra Costa Transportation Authority in December 2020 and is responsible for the overall management of the Authority, including implementation of projects and programs identified in CCTA’s voter-approved sales tax Measure C/Measure J, the Growth Management Program, the Congestion Management Program, as well as policies and procedures, the board-approved budget, and all administrative functions. Contra Costa Transportation Authority administers a one-half percent voter-approved sales tax program in Contra Costa County. The 1988 "Measure C" program consists of $1.1 billion in projects and programs and the 2004 "Measure J" program totals $2 billion and provides funding from 2009 through 2034. The Authority is also the Congestion management Agency, making recommendations on how state and federal transportation funds will be used in Contra Costa County, and serves as manager for the Transportation Funds for Clean Air Program.
