    • PA State Representative
      • Nov 2006 - Nov 2020

Legislator, 152nd District; Chair, Human Services Committee, Mental Health Caucus, and Aging and Older Adults Services; Member, Veterans Affairs, Education, and Child & Youth Committees. Recognized emerging challenges; discerned how these challenges might impact the 152nd Legislative District, and crafted communications strategy for the media, constituents, and stakeholders. Developed agendas, conducted public hearings, press conferences, and committee meetings. Partisan politics stalls progress. I reached out “across the aisle” on numerous occasions to advance good policy through bipartisan collaboration - public service before politics. State campaign committees contribute large sums to win elections. As a winning candidate, outstanding public servant in a sharply divided district, and having raised over $700,000 to fund my own successful campaigns, I posed minimal cost to them. Coming into office during the financial crisis of 2007, my staff and I served in excess of 62,500 constituents to become the busiest District Office even throughout the COVID-19 recession. Reality television productions were not bound by PA child labor laws. With the help of Paul Petersen and other Hollywood child stars, I authored legislation revising the Child Labor Act which was passed into law (Act 151, 10/2012). PA was one of the last states to shed the name Department of Public Welfare. With the support of four former PA Governors, I authored legislation renaming it the Human Services which was passed into law (Act 132, 09/2014). PA was the only state in the region in which female genital mutilation (FGM) was not a crime. With the support of the FGM community, I authored legislation to criminalize it and it passed into law (Act 21, 07/2019). Insurance coverage in PA for physical health issues far outpaced coverage for mental health issues. I authored legislation for mental health parity and addiction equity in health insurance coverage which was passed into law (Act 92, 05/2020). Show less

At the start of the 2nd Gulf War, the 4th Infantry Division needed camps in the desert with running water. An expert marksman, I was assigned to assist this mission, and as a driver for the Commander. Villagers in Tikrit were wary of the American presence there but were willing to share intelligence to protect their community. I assisted in humanitarian missions in the villages, supplying water and electricity to infrastructure while intelligence was collected. Incidents of racism, intolerance, and violence involving coalition soldiers and local Iraqi nationals occurred. As the Equal Opportunity Representative for the unit, I vetted these conflicts respecting the dignity of each person involved. Award for Meritorious and Distinguished Service in furthering the aims and ideals of the Veterans of Foreign Wars, 2016. Equal Opportunity Representative of the Year, U.S. Army Reserve, 2006. Nominated for Humanitarian Service Medal, 2004. Nominated for Army Commendation Medal, 2004. Nominated for 79th Division Noncommissioned Officer of the Year, 1994 and 1997. Show less

Advisement was overwhelming for staff and faculty. I disseminated institutional policies and guidelines to advisors, explained the advising process to students, provided advice and assistance to faculty, and made assessment and evaluation of student learning outcomes a regular activity. Penn State has 275 majors across 20 Colleges and Schools. I mastered the ability to counsel advisors, faculty, and undergraduate students with expertise regarding these majors and their respective course requirements. Some undergraduates proved to be difficult for advisors to counsel about their slipping performance. I took on the hard cases and helped students achieve successful outcomes. An articulate, diplomatic representative was needed to represent the Abington campus in the Smeal College of Business at Penn State Main Campus, University Park. I was selected. Show less
