I worked with Thomas when he was the Executive Officer (Program Director/ Deputy Director/ Chief Operations Officer) onboard our nuclear powered submarine. As the second in command he was responsible for developing the long range plans to meet the operational commitments as well as managing the day-to-day schedule for the Commanding Officer. He provided forceful backup to the Commanding Officer to improve the effectiveness and quality of operational decisions. Thomas masterfully managed the manpower, training and maintenance to avoid fluctuations in readiness. He embodied the highest standards of initiative, character, and integrity, always setting the example and holding people accountable. Thomas has a proven track record as a Program Manager and is one of the best that I have had the pleasure of working with.
