Following the completion of the City Centre scheme I moved into the above role, in which I create and oversee the Transport Capital Programme of works in line with the council's adopted transport strategies for road safety and member requested schemes. I was brought in to lead a change in the way we deliver the Capital schemes programme after several years of schemes not being delivered on time or at all. Some of my day to day duties include; Commissioning projects in line with Strategic aims of the Council. Acting as the client through the individual schemes project lifecycles Ensuring the project managers adhere to Governance procedures and are keeping to allocated budgets Taking any key Client decisions throughout the development of the schemes. Overseeing the Transport Improvement Programme Finances (roughly £3m) in which I am in charge of forecasting programme spend and reporting this corporately through the Councils Finance department. Identifying developer funded S106 contributions and external funding sources. Team Management duties such as managing team budgets, creating business plans, restructuring, recruitment Commissioning Service Reviews and instigating change if required. I have been credited for improving the delivery of the Transport Improvement Programme to a level that has not been achieved within the last decade. I have achieved this by re-establishing the client role as well as ensuring that a robust Programme & Project Governance system is in place. I have also taken on the direct management of the service support, communications and contract teams in the councils Highways and Transport Division. I believe I have been successful in this role to date as one of my best attributes (my interpersonal skills) lay in my ability to bring different people/teams together to work towards achieving the same goal; the full delivery of the individual schemes and therefore the programme as a whole.

I was appointed on a fixed term contract to project manage and deliver a pedestrianisation scheme in the city centre of Bath forming part of the wider £27million Bath Transport Package. The specific brief was to deliver a vehicular access restriction and applicable enforcement method to some of the city centres busiest streets. I moved the project on from scheme feasibility through to scheme design, informal + formal consultation leading to the full delivery of phase 1 of the… Show more I was appointed on a fixed term contract to project manage and deliver a pedestrianisation scheme in the city centre of Bath forming part of the wider £27million Bath Transport Package. The specific brief was to deliver a vehicular access restriction and applicable enforcement method to some of the city centres busiest streets. I moved the project on from scheme feasibility through to scheme design, informal + formal consultation leading to the full delivery of phase 1 of the scheme. I gained a huge amount of experience in the project management of major Traffic schemes especially in the following: • Project Programming • Reviewing previous feasibility studies and data • Taking responsibility for scheme direction and general decision making • Presenting/promoting my scheme to stakeholders including; Senior Management/Directors, Bath Business Improvement District, Cllrs & The Mayor to name a few. • Managing largescale engagement exercises to include public events, press releases and promotional material. • Mitigating stakeholders concerns by tweaking scheme where possible and articulating this back to the stakeholder groups. (I was very successful in this which allowed me to keep the scheme moving through the lifecycle where others had previously failed.) • Procurement I was credited internally for articulating & communicating the scheme well with other internal & external stakeholders. Businesses that I originally predicted would potentially be difficult to persuade also praised me for the level of engagement I showed towards them & the fact that I was willing to not just listen to their concerns but to act upon them where possible. I believe that these important relationships that I built were key to delivering the scheme.

I progressed to become a Traffic Engineer in July 09 where my duties included; managing our Minor Traffic Management and Maintenance budgets, making educated decisions on Traffic Management solutions (e.g. introducing speed limits, parking restrictions, weight limits etc.) to help keep the network flowing correctly, but also keeping local residents and businesses happy. I also devised adequate Diversion routes for normal motorists and HGV’s for all planned work in the area. I project… Show more I progressed to become a Traffic Engineer in July 09 where my duties included; managing our Minor Traffic Management and Maintenance budgets, making educated decisions on Traffic Management solutions (e.g. introducing speed limits, parking restrictions, weight limits etc.) to help keep the network flowing correctly, but also keeping local residents and businesses happy. I also devised adequate Diversion routes for normal motorists and HGV’s for all planned work in the area. I project managed such schemes as; a £200k sign maintenance scheme on the A361 from initial feasibility through to construction, in which we looked to introduce passive safety posts where required. I also project managed the surveying and replacement of all parking signs in the Mendip District in line with the introduction of Civil Parking Enforcement (CPE) in Somerset in June 2012, whilst identifying where on street charging could be introduced. I often audited major development schemes and had to deal with large amounts of written correspondence to the public and elected members. In this job I also had to delegate and set work for the technicians in the office and was heavily involved with liaising with our contractors (Atkins). In my final year in post I took on the role as Events Coordinator for Somerset in addition to my normal duties. This involved reviewing Event Traffic Management Plans ensuring that adequate signing schedules and diversion routes were used for all events in the County. I also oversaw the introduction of VAS signs as a useful tool in major event traffic management plans. I became actively involved with the pre event planning of all of Somerset's carnivals and major events such as Glastonbury festival & smaller music events.
